- 1898年의 이른바 戊戌改華運動은 淸日戰爭敗戰 및 그에 따른 三國干沙 그리고 獨速과 러시아의 中國領土侵占이라는 東아시아 國除關係史上의 劃期的 事件들에 바로이어서, 그리고 英國과 러시아의 兩太勞力이 저마다 영향력과 지배력의 保仔· 禩大를 위해 날카롭게 對立되고 있는 상황에서 전개되었다.
