위기청소년 통합지원체제(CYS-Net)에 대한 정책수행주체의 태도 : 청소년상담지원센터 상담원과 지방자치단체 담당공무원을 중심으로

Abstract

본 연구는 위기청소년지원정책에 대한 정책수행주체들의 실질적인 태도변화를 이끌기 위한 기초 작업으로써, CYS-Net 정책 수행에 참여하는 수행주체들의 CYS-Net정책에 대한 기본적인 인식」과 CYS-Net 정책에 대한 수행주체들의 태도단계를 알아보고, 「CYS-Net정책에 대한 기본적인 태도」에 따른 수행주체들의 태도단계 차이를 비교하였다. 연구 결과에 의하며, CYS-Net 정책 수행주체들의 정책에 대한 인식은 대체로 긍정적이었고, 태도측면에서도 높은 단계를 나타내고 있음을 알 수 있다. 하지만, CYS-Net 정책에 대한 인식이 긍정적이냐 부정적이냐에 따라 서로 다른 태도단계를 나타내었고, 긍정적인 집단은 정책에 대한 태도에서 상위 단계를 나타내었고, 부정적인 집단은 양극화된 태도단계를 나타냄을 알 수 있었다. 결과적으로, CYS-Net 정책이 성공적으로 수행되기 위해서는 수행주제들의 CYS-Net 정책에 대한 인식의 변화와 함께 태도변화를 유도할 수 있어야 한다.

This study was conducted to establish a ground work for bringing about CYS-Net policy executors' actual attitude changes toward the at-risk adolescents support policy. The policy executors' perception with regard to CYS-Net policy was investigated, and their attitude stages in relation to their basic attitude toward CYS-Net policy were compared. The results showed that the perception toward policy were positive in general, and on the high level of attitude stages. The perception toward CYS-Net policy result in different attitude stages, i.e., the positive perception group showed the high level of attitude stages toward policy and the negative group tended to polarize. The result indicates that in order for the CYS-Net policy to be successfully executed, the policy executors' perception change toward CYS-Net policy are needed, resulting in attitude changes.
