3불정책의 연원과 그 의미의 변전(變轉) : 정책사회학적 분석의 시도

Abstract

이 논문은 '3불정책'을 둘러싼 논란의 흐름을 정리하면서 그 흐름 안에 들어있는 3불정책의 의미 변화를 드러내려고 하였다. 이런 시도는 명문화된 제도나 공표된 문서로서의 정책보다 담론(discourse)으로서의 정책에 주목하려는 것이다. 담론이 단순히 정책에 '관한' 것이 아니라 정책 자체를 구성하는 과정이며 그 구성의 현상을 파악할 때 정책을 바르게 이해할 수 있다는 정책사회학 입장에서 작업하였다. 정책의 주요 주체였던 교육부나 정부 위원회 등이 생산한 문건이나 정책 관련 보도 기사 등을 토대로 3불정책에 대한 논의 흐름을 정리하였으며, 이 정리를 통하여 3불정책의 의미 자체가 담론을 통하여 꾸준히 재구성되어 왔다는 점을 확인하였다. 3불의 요소인 논술고사 외 필답고사(본고사), 기여입학제, 고교등급제에 대하여 담론 주체(정부, 대학 등)들이 서로 다른 뜻을 부여해 왔을 뿐만 아니라, 동일한 주체라도 사회적 상황에 따라 다른 의미를 채택하여왔음을 확인하였다. 이런 차이나 변화는 단순한 언어 해석상의 변전을 반영하는 것이 아니라, 정책 자체의 의미를 나름대로 구성하려는 담론 주체들 사이의 경합을 반영하는 것으로 분석하였다. 이런 정리와 분석 결과는 교육 정책을 이해하는 데 정책사회학적 시각이 유용함을 시사하고, 3불정책에 대한 논의의 모호함을 극복하는 데 기여할 것으로 기대한다.

The study describes the flow of discourses on 'the three-nots policy' and examines the meaning of the policy implied and constructed through the discourses. This approach defines the policy not only as a text but as a discourse. It sees policy discourses as not just talks about a policy but as processes of constructing the policy itself. The historical description of the discourses is based on news and feature articles of major papers and the documents produced by the Ministry of Education and Human Resources Development and the government committees that were in charge of the polices concerned. The results shows that the meaning of the three-nots policy has been under the on-going process of construction through the discourses. The agents involved such as the ministries and universities differed in defining the three-nots policy, and even a specific agent has historically changed its own definition of the policy in accordance with the changes of policy environments. With these results the usefulness of the policy sociology and the alternative ways for deeper understanding of the policy are also suggested.
