During last 20 years, there have been wonderful developments in Korean nation economy. Inspite of such success in economic developments, the regional differences not only among the regional differences not only among the cities, but also between urban and rural have become the problems with which Korea is faced. Korea government must do his best to remove them for better people' quality of life. So the writer has aimed to do a basic study on the urban system of Korea to aid with advices for regional planning, because such studies must be helpful for selecting the growth centers of the planning regions and working out the strategies for reinforcing central places' basic functions. This is the start of the series studies, and the writer only bring the regional differeces of the 252 central places (Si : 61, Eub: 191) in 9 sectors. The essentials of the study are as follow.

Firstly there're serious uneven spatial distributions in regional economy, markets and education-culture institutions.

Secondly, after using standardized score(z-score), 30 variables can be breaked down into 9 sectors. And it was found that almost small central places were poor in every sector, but the new cities which were constructed recently are not so poor as other small city. In regional economy sector, there is the most serious regional differences and it seems that the size of the city can be indicator of it's development level.

Thirdly, 42 variables were analyzed by factor analysis methods, and 9 factors were found having eigen value greater than 1.0. But four factors were used for explaining. The four(factor 1 to factor 4) spatial distribution patterns of 252 cities' factor score not similar each other.

The system of the central places must be reorganized at planning viewpiont and the interrelationship of the central places, which have various basic functions and nearby, must be strenthened for balanced regional growth, and then they can provide better and more urban basic functions(goods and services) to their hinterland-rural.
