구로공단(서울디지털산업단지) 산업구조개편에 관한 연구

Abstract

이 연구의 목적은 신규 입주기업 특히 기술집약적 중소기업(벤처기업) 유치를 통한 구 산업집적지의 산업 구조재편을 분석하고 이들이 기존 입주업체와 공간이용에는 어떠한 영향을 미치고 있는지를 알아보는 것이다. 분석결과, 1990년대 후반들어서 구로공단의 업체수가급증하고 있는데, 이것은 구로공단 구조고도화 정책과 업체들의 구조조정의 결과라 할 수 있다. 아파트형공장과 벤처빌딩에 대한 정책적 지원이 신규입주기업의 증가를 유도하였다. 신규 입주한 업체들은 중소규모의 업체가 많고, 기술집약적 업종에 종사하는 업체가 많았다. 이러한 기술집약적 중소기업은 구로공단의 산업구조재편을 주도하는 중심축으로 작용하고 있다. 산업구조재편에 있어서 기술집약적 중소기업의 역할은 고용창출과 노동시장 고도화， 지역의 기술개발력 향상과 혁신성 증대, 기업간 연계와 협력증진, 기존업체 이전유도와 토지이용 고도화의 네가지 측면에서 살펴보았다. 이들은 고용창출이나 연구인력 증가로 인해 노동시장 고도화에 기여하고 있으며， 활발한 연구개발과 기술개발을 통해 지역의 기술개발력 향상에도 기여하고 있다. 기업간 연계나 협력에 있어서는 아직 물자연계가 강하지만 정보나 기술교류의 중요성을 높게 인식하고 있어서 앞으로 기업간 협력이 증진될 것으로 기대된다. 신규입주한 기술집약적 중소기업은 토지이용의 효율성을 높이는 것에도 기여하고 있다. 이들의 입주가 증가하고 수요가 많아지게 되자， 기존업체의 이전적지에 아파트형 공장이 건설되었고， 이것은 경쟁력이 떨어진 기존업체들의 이전을 유도하는 결괴를 가져왔다. 즉, 구로공단의 토지이용이 고도화되고 있음을 의미하는 것이다.

The main purpose of this thesis is to analyze the industrial restructuring of traditional

industrial districts by attracting firms, particularly technology-intensive SMEs (including venture firms). Also this study focuses on newly move-in fim년 influences on industrial structure, existing firms and land use. The results reveals that the number of firms in Kuro lndustrial Complex has mushroomed in late 1990s, due to the industrial complex po1icy for advanced structure and the restructuring of firms. A lot of apartment factories and venture buildings were constructed and are being constructed, and it helps more finns move in Kuro lndustrial Complex. Most of newly move-in firms are small and medium sized firms and their types of industry are mainly technology-intensive. These technology-intensive SMEs play major roles in industrial restructuring of Kuro lndustrial Complex. The main focus of this study is the roles of technology-intensive SMEs in industrial restructuring. They increase job positions and make high level of labor quality in the region. They also research and develop technology actively, and help region increase its innovativeness. Inter-firm linkage and cooperation are still in weak condition, but firms recognize that they are important, so they may increase. Newly move-in technology-intensive SMEs also affect on efficiency of land use. Their success in business makes other firms recognize the need to move in this place. 80, apartment factories are constructed in the land where existing firms moved out. Consequently, it makes existing firms move out from Kuro lndustrial Complex, if they lost their competitiveness.
