新행정수도의 대안 : 행정중심도시

Abstract

참여정부는 수도권 과밀을 해소하고 국토균형발전을 도모하는 방안으로 新행정수도 건설, 新수도권 발전방안, 혁신도시 건설방안을 실현하려 한다. 그러나 이에 대해 다양한 반론이 제기되어 심도 있는 논의가 필요한 시점이다. 특히 2004년 10월 21일 헌법재판소는 新행정수도 건설이 절차상 하자가 있다는 위헌 판결을 내렸다. 그러나 수도권 과밀을 해소하고 국가 균형발전을 이루어 우리나라 전체를 발전시켜야 한다는 논리와 명분은 분명하게 존재한다. 이에 수도권 과밀을 해소하고 국토균형발전을 도모할 수 있는 대안으로 新행정수도 대신 행정중심도시의 건설을 제안하고자 한다. 행정중심도시는 국민적 합의가 이루어진 충청권의 연기·공주에 건설하는 것이 바람직하다. 행정중심도시를 건설하는 경우 서울에는 청와대, 외교통상부, 통일부, 국방부가 남고, 연기·공주에는 나머지 부처를 이전할 수 있다. 이럴 경우 서울과 연기·공주에 두 개의 행정 중심도시가 만들어져 우리 나라는 2극형 행정수도를 갖게 된다. 독일이 2극형 수도인 본과 베를린을 갖고 있다. 행정중심도시 건설의 효과를 극대화하기 위해 행정수도 후보지로 정해졌던 연기·공주의 2,160만평을 국가에서 매입하고, 충천권의 국립대학을 통합하며, 정부 공공산하기관 중심으로 충청권을 포함한 전국에 혁신도시를 세우는 방안이 있다. 위의 방안들은 유기적으로 운영해야 실효를 거둘 수 있다.

Roh Muhyun government tries to construct the new capital city and the innovation cities in order to solve the congestion of the Seoul metropolitan region and take the balanced growth policy. But lots of opinions about the new capital city have been now discussing in Korea. The author suggests the construction of the new two-pole administration capital cities; one locates in Seoul, and the other in Yeongi-Gongju region in Chungcheong namdo. The new two-pole administration capital cities are supposed to solve the congestion of the Seoul metropolitan region and take the balanced growth policy. The Roh Muhyun government should buy the land of 2,160 man-pyung in Yeongi-Gongju region, and build the innovation cities all over the regions in Korea. It is very much useful for the balancd growth in Korea to make new coalitions of the national universities in Chungcheong do.
