"남북교류 거버넌스"의 실태 분석 및 평가: "6·15남측위원회"를 중심으로

Abstract

본 논문의 목적은 거버넌스 개념에 입각하여 남북교류 실태를 파악하는데 있다. 특히 남북교류의 주체인 6 · 15남측위원회를 사례로 하여 , 남북교류 분야에서의 갈등과 협력의 네트워크를 종합적으로 분석하고자 하였다. 이에 본 논문은 남북교류 거버넌스의 다양한 행위자들의 관계를 의제설정， 대안형성， 정책결정， 정책집행， 정책평가 등 일련의 정책과정을 중심으로 살펴보았고， 또한 자율성， 전문성， 참여성， 네트워크， 분권화， 효과와 효율성 등 평가지표를 들어 분석하였다 분석 결과， 남과 북의 민간대표들은 매년 6 · 15행사와 8 · 15행사 때 상대지역을 번갈아 방문하여 공동행사를 개최하고 있고 ， 이 과정에서 국내적 차원， 남북관계 차원， 국제적 차원 등에서 다양한 행위자들이 중층적인 관계를 맺고 있음이 발견되었다. 지난 10년을 지나오면서 남북교류 부문이 정책과정의 전 단계에서 거버넌스 현상을 강화하여 온 것이다. 향후 남북교류 분야에서의 법 · 제도적 개선과 더불어 6 · 15남측위원 회 자체의 소통능력이 고양된다면 남북교류 거버넌스는 보다 활성화될 것 이다.

This article applies the recent concept of governance to examine the inter-Korean exchange. In particular， it explores conflicts and cooperation within the inter-Korean exchange by focusing on one of the major actors of the inter-Korean exchange, the June 15 South-Korean Committee. Specifically, it pays much attention to the interactions among various actors in governing the inter-Korean exchange. How governance works in the interaction has been considered by focusing on the process of decision-making which includes agenda-setting, alternative formulation, policy making, policy implementation, and policy evaluation. Governance is also assessed with respect to its autonomy, specialization, participation, networks, decentralization， effectiveness and efficiency. As a result this article shows that governance in the inter-Korean exchange has been strengthened throughout the entire process of decision-making during the last 10 years. Through the annual joint meetings held in June 15 and August 15, deputies of each society have developed close relationships establishing interconnected networks in which close connections have emerged at the domestic, interregional (between South and North Korea), and international levels. Such findings imply that the future governance in the inter-Korean exchange would develop further and be more specialized as the June 15 South Korean Committee improves its communication ability with its counter part and makes legal and institutional renovations are made in the future.
