승자와 패자의 정치관용에 대한 인식 차이와 그 효과

Abstract

대의민주주의가 공고화되지 위해서는 선거를 통한 정권 교체의 가능성이 항상 열려있고, 선거경쟁에서의 승자와 패자가 비슷한 수준의 정치관용을 보이는 것이 중요하다. 이에 본 연구는 대의민주주의하에서 선거를 통하여 필연적으로 양산하게 되는 승자와 패자로서의 지위가 정치관용의 문제와 관련하여 어떠한 관계를 형성하고 있는가를 경험적으로 분석하고 있다. 이를 통하여 본 연구는 한국에서 정치관용은 어떠한 특징들을 보이는가에 대한 이해를 돕고, 그 수준을 제고하기 위해서는 어떠한 접근과 노력들이 요구되는지에 대하여 제안하고 있다. 연구결과, 한국에서 승자와 패자의 정치관용에 대한 인식은 상당한 차이를 보이고 있다는 점을 목격할 수 있었다. 그리고 다중 회귀분석의 결과를 놓고 볼 때에도 승자 또는 패자로서의 지위는 개인의 정치관용 수준을 결정짓는데 있어 일정 수준 영향을 미치는 것으로 나타났다. 이러한 점을 고려할 때 향후 한국정치가 파행적인 국면으로 전개되는 것을 방지하고 대화와 토론에 기반하여 협의적인 방향으로 운영되기 위해서는 승자와 패자 간에 존재하는 정치관용에 대한 인식 차이를 좁힐 수 있는 방안들을 다각적으로 모색할 필요가 있다고 보여진다. 특히 이를 위해서는 승자독식의 정치문화를 개선하고, 좀더 합의제적인 방향으로 제도 설정을 하는 것이 긴요할 것으로 판단된다. The purpose of this study is to empirically analyze the preception gap on political tolerance between the winner and the loser. In addition, this study analyzes its effects in Korean politics. In this vein, this study will be helpful to understand the characteristics of political tolerance as well as to suggest what kinds of approaches or efforts are needed for improving the level of it in Korea. Depending on the statistic analyses, we can witness that a significant perception gap on political tolerance between the winner and the loser does exist in Korea. Also, it effects to determine the level of political tolerance of the individuals. Considering the empirical findings, reducing the perception gap on political tolerance between the winner and the loser is necessary to ameliorate the winner-takes-all culture as well as to adopt the more consensual institutions.
