정당 재편 시기(1990~1995) 야당의 지구당 연구: 민주당 충주,중원 지구당의 사례 분석

Abstract

본연구는 민주당 충주,충원 지구당의 사례를 중심으로 3당 합당이라는 정당체계의 변화가 지구당의 구조와 활동, 리더십, 지정, 당원구성에 어떤 영향을 미쳤는가를 해명하고자 하였다. 첫째, 지구당의 구조와 활동에 있어서 민주화라는 거시적 전환이나 3당 합당이라는 외적 조건의 변화와 상관없이 위로부터의 조직화,간부정당이라는 과거의 특성이 연속되고 있음을 발견할 수 있었다. 둘째, 3당 합당 이후 민주당은 지구당 운용의 민주화를 내걸었지만 오히려 지구당 위원장의 권한은 확대되었다. 지구당 위원장은 대의원이나 중앙 대의원, 상무위원, 당직자의 인선은 물론이고 지방자치단체장과 지방의원의 공천에 실질적 영향력을 행사할 수 있었다. 이를 가능하게 만들었던 구조적 원인은 당원들의 자발적 참여가 제한되었고, 재정의 상당 부분을 위원장 개인이 조달해야 하는 제도적 제약 때문이었다. 셋째, 충주·중원지구당의 성별 구성은 남성 대 여성의 비율이 58 대 42로서 엇비슷한데 이는 이 지역의 농촌도시의 혼합적 성격을 반영한 결과로 풀이된다. 한편 여성 당원의 간부 비중은 불과 19명(9.2%)에 불과하여 심각한 성비의 불균형을 보여주었다. 이는 당시 선거에 대비한 조직화가 지역을 단위로 한 여성의 대규모 동원을 통해 이루어졌고, 반면 일상적인 지구당 운영은 남성 중심으로 이루어졌음을 알 수 있다. 요약하자면, 상대적으로 차신하고 개혁적인 신진 위원장이 지구당을 맡았음에도 불구하고 당원 참여의 활성화와 풀뿌리 네트워크의 구축에는 실질적 진전을 이루지 못하였다고 평가할 수 있다. 그리고 이 문제는 20여 년이 지난 지금의 시점에서도 아직 미완의 과제로 남아 있다.

From 1988 to 1995, the system of political parties was fundamentally reformed, including the three·party merger and the legal and institutional environment. Despite changes in the external environment, however, the function, role and operation of the district party chapter remained substantially unchanged. District party chapters were more dependent on the central party for educating their party members, with the relationship between district party chapters and the central party being approximate to a lop-down subordinate relationship. One of the most important functions of district party chapters at the time was to mobilize people in preparation for elections. In the meantime, the power of the district party chapter chairman was immense. He could appoint district party chapter delegates, central delegates, standing members. party members and even affect the selection process of candidates for local municipal elections and local parliament. This was possible since party members' participation was systematically restricted and the chairman himself had to cover the financial costs of running the district party chapter. The most significant outcome for this study is to identify thai one of the core missions in reforming political parties is to strengthen the connection between voluntary political organizations and their supporters, and grass-root organizations. Unfortunately, this problem has remained unsolved for 20 years.
