대한제국 시기 군주권 강화와 민권 확대 논의의 전개: 주권론을 중심으로

Abstract

본 연구의 목적은 대한제국(1897-1910) 시기 군주권 강화와 민권 확대 논의를 주권론 중심으로 분석하는 데에 있다. 이를 통해, 조선 시대 위계질서의 정점에 선 군주에게 당연히 있을 것으로 여겨지던 정치권위의 개념이 19세기 말 정치공동체의 대내외적인 상황변화에 맞서 어떻게 재규정되는지를 살펴보고자 한 것이다. 대한제국 시기에 대한 기존 연구에서 군주권과 민권에 대한 의견이 여전히 분분할 뿐만 아니라, 방법론적으로 볼 때 근대성을 분석 기준으로 삼고 있어서 군주권과 민권을 이념적 대립관계로 파악하는 경우가 많다. 이에 본 연구에서는 기존의 논쟁구도에서 벗어나서, 군주권과 민권에 관한 논의를 대한제국이 직면한 대내외적 위기의 상황을 극복하기 위한 정치적 노력의 과정으로 분석하고자 하였다. This study aims to analyze arguments over the power of king and the people in the early twentieth-century Korea. Particularly focusing on the theory of sovereignty, this study reveals how the political authority in the Daehan Empire (1897–1910) was redefined. Although this was a significant period in the history of Korea, controversy remains over how to examine the political characteristics and developments during that time. Previous studies generally adopted the analytical framework of the western modernity model, which overemphasizes the conflicting features between the power of king and that of the people. Against the backdrop, this paper examines the seemingly contradictory power relationship in terms of sovereignty, underlining the political circumstances both at home and abroad. This analysis not only provides us with a better understanding of the Daehan Empire, but also allows us to clarify distinct political developments in Korea facing new domestic and international political orders.
