제18대 대통령 선거의 경제민주화 쟁점에 대한 실험설문: 프레이밍 효과를 중심으로

Abstract

본 연구는 제18대 대선에서 논의되었던 경제민주화와 관련된 쟁점들 중에서 복지예산의 규모, 비정규직 노동자의 정규직 전환, 대기업 순환출자 규제라는 세 가지 쟁점에 대한 유권자들의 선호를 실험설문(survey experiment)을 통해서 보다 자세하게 살펴본 다. 설문 응답자들을 두 그룹으로 나누어 각 이슈에 대해 상이하게 표현된 문항들을 제시하여 프레이밍(framing)에 의해서 정책 선호가 어떤 영향을 받는지, 그리고 프레이밍 효과의 매개변수는 무엇인지를 연구한다. 본 연구의 결과를 요약하면 다음과 같다. 첫째, 유권자들의 경제민주화 쟁점들에 대한 정책 선호는 정책 쟁점이 어떤 프레임 하에서 제시되는가에 의해 상당한 영향을 받는다. 둘째, 프레이밍 효과가 유의미하게 존재하기는 하지만 정치적 성향, 즉 지지후보에 따른 선호의 차이에 비해 작다. 셋째, 정책쟁점과 응답자가 지지하는 후보가 누군가에 따라서 프레이밍 효과가 매우 다르게 차별적으로 나타나는 것으로 드러났다.

We assess how issue framing affects voters preference on three economic issues that emerged during the 18th residential Election in Korea: (1) the welfare budget, (2) the contingent workers problem, and (3) regulation on cross-shareholding practices. We conduct a survey experiment where we vary the wording of questions integrating two competing issue frames for each policy debate. Respondents are randomly assigned to one of the two issue frame conditions. We examine whether issue framing significantly influences voters policy preference and identify the variables moderating framing effects. Our results clearly show that, depending upon how the policy debate is framed, voters preference changes significantly.
