dc.description.abstractThe aim of the present study is to contribute to the renewed thinking in Korea about language education policy, through an examination of European language policies based on plurilingualism. For this purpose, we firstly seek to clarify the concept of plurilingualism and plurilingual competence. In particular, we emphasize that the purpose of plurilingual education is to develop speakers language skills and linguistic repertoires and that, in this perspective, the ability to use different languages, whatever degree of competence they have in each of them, is common to all speakers. Secondly, we carefully examined with critical viewpoint on the European language policies, highlighting the role of language education in improving mutual understanding and respect among the citizens of Europe. Then finally, in conclusion, some recommendations are suggested to identify problems and solutions of the implementation and promotion of plurilingualism in Korea:ⅰ) rethinking epistemology for plurilingual education; ⅱ) developing a global view of language education which would include the teaching and learning of all languages in order to be benefited from the synergy of their potential; ⅲ) promoting and facilitating the continuous development and enrichment of plurilingual competence; ⅳ) providing diversification in choice of languages learned and disseminating the language portfolio; ⅴ) training teachers as specialists not in a single language but in several languages in order to have a range of linguistic experience and the potential to teach a wider range of material.ko_KR
dc.description.abstract1993년 마스트리히트 조약 발효 이후 유럽연합이 경제, 정치 영역뿐만 아니라 사회, 문화, 교육 영역으로 확대하여 공동정책을 추진하게 되면서 회원국들 간 교류도 증대 되었다. 이러한 유럽의 지리ㆍ정치적 여건은 유럽 국가들을 자연스레 다언어적 상황에 놓이도록 했고, 유럽의 통합을 공고히 하기 위해서는 유럽인들 간 활발한 의사소통과 상호이해가 전제되어야 한다는 주장이 일기 시작했다. 이에 유럽연합은 유럽시민들이 서로의 언어와 문화를 가능한 많이 경험하고 이해하며 공유할 수 있도록 다중언어 교육 정책을 적극 추진했고, 이것이 유럽평의회 언어분과 연구자들과 각국의 연구자들을 통해 구현됨으로써 유럽연합이 다양성 내에서 단일성을 모색하도록 하는데 큰 기여를 했다(최희재, 2009).-
