대두하는 중국과 재일 중국인 커뮤니티의 변화

Abstract

본고는 북동아시아의 강대국으로 부상하는 중국의 움직임을 정치, 경제, 혹은 군사분야가 아닌 화교와 유학생의 이동이라는 관점에서 분석하고 있다. 1980년대 이후의 중국의 경제발전이 동북아시아와 세계경제에 미치는 영향의 거대함에 대하여서는 아무도 부정할 수 없는 것이 사실인데, 이러한 중국의 대두는 재일 중국인사회에 어떠한 변화를 가지고 오고 있는 것일까. 본고는 우선 일본 화교사회의 개략과 변화를 메이지시대의 나가사키, 다이쇼시대의 고베, 쇼와시대의 요코하마를 중심으로 살펴보고, 1980년대 개혁개방 이후의 유학생 급등을 일본의 출입국관리국과 입관협회 등의 통계수치를 소재로 소개하고 있다. 그리고 1990년 이후에 도쿄 이케부쿠로에 형성되기 시작한 중국인 커뮤니티의 개략에 대하여 소개하면서 일본사회가 새로운 외국인 커뮤니티의 형성에 어떠한 반응을 보이고 있는지를 입관협회가 편찬하고 있는 잡지 『국제인류』(国際人流)의 기사를 통하여 소개하고 있다. 1980년대의 개혁개방 이후 경제력을 바탕으로 동북아시아의 강국으로 부상하는 중국의 위상은 일본이라는 아시아의 우등생 모델을 넘어서 새로운 모델을 제시할 수 있는지. 근대 이후 동일민족국가를 추구하는 일본사회에서 과연 중국, 혹은 외국인 커뮤니티라는 이민사회가 받아들여질 수 있는지 등에 관하여 일본의 현주소를 점검해 보고자 한다. 단일 민족으로 구성된 동질성이 강한 사회에서 외국인 커뮤니티의 형성이 어떻게 받아들여지는지의 문제는 비단 일본만의 문제가 아니라 우리 자신의 자화상이기도 한 것이다.

This paper analyzes emergence of China as the major power in Northeast Asia in terms of movement of overseas Chinese(華僑) and international Chinese students. Since the 1980s, Chinas economic developments huge impact on Northeast Asia and the world economy is undeniable. How does this emergence of China affect Chinese communities in Japan? This paper outlines overseas Chinese communities and its changes concentrating on Nagasaki(長崎) in the Meiji era, Kobe(神戸) in Taisho era, Yokohama(横浜) in Showa era, and then introduce dramatically increasing Chinese students in Japan by statistics from Immigration Bureau of Japan Admission(日本{法務省入国管理局) and Japan Immigration Association(入管協会) since the reform and opening-up of China. By introducing Chinese community which began to form in Tokyo Ikebukuro(池袋) in 1990, this paper shows how Japanese society responded to new foreign communities formation through a magazine called The immigration newsmagazine(『国際人流』) which is being published by Japan Immigration Association. After the 1980s reform and opening up, on the basis of economic power in Northeast Asia, China is emerging as a superpower. This paper studied whether this status of China can overcome model of Japan as a good student, and propose a new model. This paper attempts to examine Japans current status by whether Chinese or foreign communities are acceptable in Japanese society, which since the modern nation-state, have pursued homogeneous ethnic group nation. How the single ethnic consisted and therefore strongly homogenous society reacts with formation of a foreign community is not only Japans concern, but also reflects our own self-portrait.
