재일한국/조선인 사회의 갈등과 과제 : 올드커머와 뉴커머 관계를 중심으로

Abstract

이 글은 최근 구성원이 현저하게 다양해진 재일 동포사회에서의 올드커머(자이니치, 구정주자)와 뉴커머(신정주자) 간의 통합 문제에 대해서 고찰한 것이다. 종래 올드커머뿐이었던 일본의 동포사회의 구성원은 많은 올드커머의 귀화(34만 5000명으로 추산)로 인해 올드커머의 숫자는 매년 줄어들고 있는 데 반해, 1980년대 후반 이후 늘어나기 시작한 뉴커머는 어느 덧 16만 명을 헤아리고 있으며 이미 6만 명이 넘는 뉴커머들이 영주권을 획득해 정주하고 있다. 더구나 1984년 부계혈통주의에서 부모양계혈통주의로 국적법이 개정됨에 따라 이미 10만이 넘는 동포 자녀들이 일본국적을 취득하고 있을 것으로 추산되어 구성원의 다양화를 전제로 한 동포사회의 변화가 시급하다. 하지만 올드커머와 뉴커머의 융합이 늦어지는 가운데 재일 동포사회가 직면하고 있는 많은 과제에 대한 신속하고 유효한 대응이 이루어지지 못하고 있는 상황이 계속되고 있다. 이 글은 현재의 신구통합이란 과제의 해결을 위해서는 민단이 하루 빨리 동포사회 구성원의 다양화란 시대적 상황에 맞추어 자기혁신을 꾀하면서 수행해야 한다는 전제 하에 민단의 과제를 정리하고 민단의 변혁을 위한 몇 가지 제안을 했다.

This study sheds light on the process of integration between the old-comers and the newcomers in the zainichi Korean society, which recently has shown significant demographic diversity. While the number of old-comers, which consisted most of the zainichi population, has been decreasing every year as many naturalize to Japanese citizenship (estimated as 345,000), the number of new-comers has been increasing since the late 1980s and now reached 160,000, among which 60,000 now hold permanent residency. In addition, as the revision of Nationality Law in 1984 adopted the principle of equality between paternal and maternal lines in determining childs nationality, an estimated 100,000 children of Korean descents possess Japanese nationality, calling for an urgent change in zainichi society. However, the zainichi society lacks any swift and effective measures to counter the variety of issues it faces today, as the merging of old and new comers are being delayed. This study takes the premise that Mindan must take on self-renovating measures in order to deal with the diversifying zainichi Korean/Chosen society, and provides several concrete suggestions as to what can be done while adapting to this newly-changing internal social dynamics.
