Abstract
2011년 4월 29일에 북 정부는 금강산지역에 조선금강산국제관광특구를 설립하고 동시에 현대그룹의 금강산관광 독점권을 취소한다고 선포하였다. 금강산특구는 아직 출발에 불과하므로 방대한 발전계획을 실현할 수 있을지는 역사의 검증을 거쳐야 한다. 북의 특수한 상황에 맞는 발전방식을 찾는 것은 매우 복잡하고 어려운 과정이다. 사회주의 계획경제체제를 견지하면서도 시장경제를 발전 및 도약시키는 것은 현재 북이 당면한 주요한 문제이다. 시장경제원리를 어떻게 계획경제체제에 접목시키는가 하는 것은 3대 경제특구(라선, 황금평, 금강산)의 앞에 놓인 문제이며, 그 성공 여부에 관계되는 중대한 문제이다. 적어도 이 문제에서 금강산특구는 이미 선명하게 첫 발자국을 내딛었다.
Kumgang Zone was designated Mount Kumgang International Tourism Special Zone and the South Korean Hyundai Group was deprived of its monopoly on tapping Mount Kumgang tourism in an announcement by the North Korean Government on April 29, 2011. Since the Mount Kumgang Special Zone is at an incipient stage, the possibility of materializing its ambitious blueprint is subject to the argumentation of history. With its unique national conditions, North Korean is bound to find an appropriate development pattern even though it is an extremely complicated and arduous task. For the current North Korean economy, the crux is to develop and invigorate market-oriented economy while adhering to socialist planned economy. For the three major special economic zones (Rason, Hwanggumpyong, and Kumgang), it is imperative to apply the principle of market-oriented economy to planned economy as this move is closely linked to the success of the three special economic zones. In this respect, the Mount Kumgang Special Zone, at least, has taken a clear-cut stand and made the first move forward.
