정보통신분야 경쟁력 국제지표의 비교 : 특징, 유용성, 그리고 한계를 중심으로

Abstract

본 연구는 현재 국제적으로 사용되고 있는 정보통신 부문의 국제지표들의 특징을 비교분석하고 그 유용성과 한계, 그리고 대안을 제시하고 있다. 분석의 대상이 되는 국제지표들은 가장 대표적인 지수들로서 이코노미스트의 디지털 경제 지수, 세계경제포럼의 네트워크 준비 지수, 국제통신연합의 ICT발전지수, 유엔의 전자정부발전지수이다. 분석결과 이들 국제지표들은 개인, 기업, 그리고 정부 등 정보통신기술의 활용 관점 면에서의 강조점에서, 그리고 정성/정량 지표의 비율 등 측정방법 면에서 등 지표체계에 차이가 있었고 서로 다른 순위가 산출되고 있었다. 이들 지표들은 정보화의 성과를 측정하고 국가별로 비교하는데 유용한 반면 한계도 있는 것으로 드러났다. 측정도구의 신뢰도와 타당도 문제, 정보통신분야의 새로운 추세를 반영하지 못하는 문제, 지표들 간 차별성과 통일성 확보 문제, 국가의 정보통신정책 거버넌스에 대한 지표 구체화 문제, 그리고 지표 산출 투명성과 원자료의 공개 문제 등에서 보완점이 있다는 결론을 도출하였다.

This study aims at analyzing the characteristics of internationally-comparable indices that measure level of ICT development. The indices that were analyzed were the Digital Economy Rankings by the EIU, the Network Readiness Index by the WEF, the ICT Development Index by the ITU, and the E-Government Index by the UN. These indices were found to have different scopes, measures, weightings, and emphases, which result in different country rankings. Even though the ICT indices are useful in comparing performance of a countrys ICT development, the indices are also found to have limitations in several aspects: validity and reliability; consistency and distinctiveness of each index; lack of ICT governance measures; and availability of raw data. This study suggests the need for supplementing ICT development indices considering the limitations analyzed.
