Abstract
조세체계의 복잡성이 여러 사람들의 관심을 끌고는 있으나, 이에 대한 연구는 많지 않은 편이다. 특히 이익집단의 활동과 이로 인한 조세의 복잡성을 밝힌 연구나 실증자료를 사용하여 분석한 사례는 찾아보기 힘들다. 이 연구는 기존 연구에 존재하는 이러한 공백을 메우고자 시도되었으며, 부패가 조세의 복잡성에 미치는 영향에 초점을 두었다. 간단한 정치경제학 모형에 따르면 부패가 존재할 경우 조세의 복잡성은 커지게 된다는 것을 알 수 있었다. 또한 여러 국가들의 자료를 사용한 실증분석은 이와 같은 주장이 타당하다는 것을 보여주고 있다. 즉, 154개국을 사용하여 회귀방정식을 추정한 결과에 따르면, 부패는 조세의 복잡성을 나타내는 대리변수로 선정된 납부해야 할 조세의 수 그리고 납부하는데 드는 시간 등에 통계적으로 유의미한 영향을 미치는 것으로 나타났다. 양자 모두 부패가 증가할수록 함께 늘어나는 현상을 보이고 있다.
It is difficult to find any studies about the complexity of the tax code in spite of all the attention to it. In particular, hardly any research could be found with an empirical background or with causal relationships between the activities of interest groups and the complexity of the tax system. This study tries to fill these gaps in the literature. Furthermore, it is focused on the impact of corruption on tax code complexity. According to the simple political economy model, tax code complexity would increase where there is corruption. This empirical paper corroborates this hypothesis using multi-national level data set. In short, through regression equations using a data set from 154 countries, a statistically significant positive impact of corruption was found on proxy variables for complexity of the tax system such as number of taxes and time required to make a payment. It can be concluded that both proxy variables increase as corruption increases.
