이미지이론에 따른 의사결정 프레임 분석 : 진주의료원 폐업 사례를 중심으로

Abstract

본 연구는 이미지 이론(image theory)을 토대로 진주의료원 폐원 사태를 둘러싼 두 핵심 당사자인 홍준표 지사와 진주의료원 노조의 의사결정 과정을 분석하였다. 이를 위해 언어네트워크분석을 통해 양측의 의사결정 프레임을 구성하는 가치 이미지(value image), 경로 이미지(trajectory image), 전략 이미지(strategic image)를 분석하였다. 분석결과 이미지 이론은 갈등 상황에서 정책행위자들의 의사결정 과정을 분석하는데 유용한 모형을 제공하였다. 본 연구 는 기존의 이미지 이론 적용 사례들이 조직 내 개인 또는 집단 수준의 의사결정 과정이나, 소비자 의사결정 과정에 대한 분석 등 제한된 분야에만 국한되었던 상황에서 이미지 이론이 정책학 연구에서도 정책 행위자들의 의사결정 과정을 분석하는데 유용한 모형으로 활용될 수 있음을 보여주었다. 이와 함께 본 연구는 중요한 정책적 시사점들을 제시하였다.

This study compared the decision-making processes of the employees of Jinju Medical Center (JMC) and those of Governor Hong Joon-pyo, who decided to shut down JMC. This study analyzed value image, trajectory image, and strategic image drawing on image theory to construct both stakeholders' decision frames by using semantic network analysis technique. The results showed that image theory provided a useful framework for analyzing policy actors' decision-making processes. This study made important suggestions for the successful management of policy conflicts.
