글로벌 금융위기와 동아시아의 대응

Abstract

이 글은 글로벌 금융위기가 동아시아에 미친 영향을 검토하고, 위기의 전개 과정에서 나타난 동아시아의 대응을 고찰하는 데 목적이 있다. 글로벌 금융위기 발발 이후 동아시아 국가들의 대응은 세 가지 차원에서 이루어졌다. 첫째, 동아시아 국가들은 독자적 자구책을 우선적으로 추구하는 가운데, 지역 협력을 강화하였다. 글로벌 금융위기가 동아시아 각국에 미친 영향이 매우 상이하였기 때문에, 동아시아 국가들은 지역 차원의 개별적 대응을 우선 모색하였다. 둘째, 동아시아 국가들은 글로벌 금융위기를 역내 국가 간 지역협력을 한 단계 향상시키는 계기로 활용하였다. 아시아 금융위기 이후 동아시아 국가들은 역내 국가의 유동성 위기를 해결하기 위해 만들어진 치앙마이 이니셔티브(Chiang Mai Initiative, CMI)를 한층 제도화된 치앙마이 이니셔티브 다자화(Chiang Mai Initiative Multilateralization, CMIM)로 격상시키는 데 합의한 것이 대표적 사례이다. 셋째, 글로벌 거버넌스의 수동적 참여자에 지나지 않았던 동아시아 국가들이 새로운 글로벌 거버넌스의 형성에 적극 참여하는 변화가 대두되었다.

This study aims to examine the impact of global financial crisis on East Asia and East Asian countries responses to it. First, in the wake of the crisis, East Asian countries initially preferred individual actions to deal with the problems arising from the crisis over regional cooperation. In particular, the countries that were exposed to the crisis more than others were forced to seek individual actions rather than concerted efforts. Second, East Asian countries also took advantage of the global financial crisis to enhance regional cooperation. In the aftermath of the crisis, East Asian countries agreed to transform the Chiang Mai Initiative (CMI) that was created to help regional countries solve liquidity crisis into the more institutionalized Chiang Mai Initiative Multilateralization (CMIM). Third, East Asian countries that was a passive followers of the existing global order actively engaged in the formation of new global governance.
