중국에서의 환경정책 도입 및 확산의 실패와 한계 - 탄소배출권 거래를 중심으로

Abstract

중국 중앙정부는 유엔과 유럽연합, 시카고기후거래소 등의 파트너와 중국의 국제 협력과 학습을 통해 배출권 거래제의 도입을 시도하였다. 또한 많은 지역의 지방정부가 배출권 거래소 설립에 적극적으로 나서서 전국으로의 확산이 성공적으로 이뤄지는 듯하였다. 그러나 유럽연합의 탄소세 강제성과 경제성을 고려하지 않고 환경거래소 설립을 허가한 지방정부의 무능, 중앙정부의 무책임한 행정, 기업 차원의 참여 저조로 인해 배출권 거래제도의 정착과 확산이 이루어지는 데 많은 어려움을 겪고 있다. 이러한 어려움을 해결하기 위해서는 중국 중앙정부와 지방정부는 다음과 같은 방안들을 실행할 필요가 있다. 우선 중국 중앙정부는 국제연합, 유럽연합, 시카고기후거래소 등 해외 관계자들과의 협력이 중국의 배출권 거래제도 건설과 확산을 위한 보다 구체적이고 체계적 논의에 초점을 맞춰야 한다. 둘째, 중국의 중앙정부와 각급 지방정부는 유럽연합, 미국, 일본 등 배출권 거래제 시행에서 선도적인 국가들과의 배출권 거래제 전문 행정 인력의 교육, 양성에 대한 협력을 추진해야 한다. 셋째, 정책의 도입과 확산 과정에서 7개 시범 지역(베이징, 상하이, 텐진, 충칭, 선전, 광둥성, 후베이성)에서 제도 건설과 안정적 성과를 거둔 후에 경제 수준이 높은 지역부터 점진적 확산을 추진해야 한다. 마지막으로 중앙정부는 중국 국내 배출권 거래 시장에서 중국 국내 기업들이 보다 쉽게 거래 대상을 구할 수 있도록 외국 기업들의 참여도 가능하게 해야 한다. 이를 위해 외국 정부와 해외 기업들과의 협력과 거래 시장들 간의 연계를 추진하는 것이 바람직하다.

This study analyzes the cause of failure and limitation the emission trade system, an important issue in the Chinese environmental policy, faced in the process of policy introduction and dissemination. Based on this, it provides measures to make the introduction and spread of emission trading system effective in China. Chinas central government carried out the introduction of the emission trading system through international cooperation and study with partners such as the United Nations, European Union, and Chicago Climate Exchange. Furthermore, the dissemination seemed successful since the municipal governments in various districts actively established the emission trading center. However, the introduction and dissemination of the emission trading system in China faced difficulties due to EUs constraint on carbon tax, the municipal governments incompetency in permitting the establishment of emission trading centers without considering its economical efficiency, the central governments irresponsible administration, and inactive enterprise participation. It is necessary for the Chinese central government and municipal governments to implement the following plans in order to overcome such difficulties. First, the cooperation between the Chinese central government and its partners should focus on a more concrete and systematic discussion for the establishment and dissemination of the emission trading system in China. Second, the central government and municipal governments in China need to promote cooperation on education and training of administrative specialists on emission trading with pacesetting countries such as the EU, United States, and Japan. Third, the Chinese central government should carry forward a gradual dissemination of emission trading starting from the district with the highest economic status after obtaining system establishment and stable results from the seven pilot districts. Lastly, the Chinese central government should consider the participation of foreign enterprise to aid the domestic corporation to easily find a business partner in the emission trading market in China. It is advisable to carry forward a collaboration between foreign governments and foreign enterprises.
