Abstract
전후 일본의 국가주도형 성장지향의 정치경제모델은 중앙집권화된 정책과정과 함께 발전하여왔다. 중앙집권적 정책과정을 정당화하는 논리는 균형발전이라는 가치였다. 반면에 1990년대에 일본에서 분권개혁 과정에서 분권화의 필요성으로 대두된 논리는 균형발전의 가치에 대한 문제제기가 아닌 국가주도의 방법론 자체가 일본의 정책과정에서 한계에 도달하였고 이로부터 탈피하여야 한다는 주장이었다. 탈국가주도 자체가 분권개혁의 핵심적 가치로 등장하면서 국가주도의 방법론의 대안으로 등장한 것은 민관협동의 방법론이었다. 분권개혁의 가치로서 수용된 효율성과 참여증진은 모두 세계적으로 확산되어 온 분권화 규범의 핵심적 요소라고 할 수 있으며, 민관협동은 중앙정부에서 지방정부로의 권한 이양의 협의의 분권개혁을 넘어서 민간세력의 정책집행에의 참여까지 포함하는 거버넌스를 구축하기 위한 방법론이었다. 즉 일본 분권개혁의 핵심적 가치와 방법론은 분권개혁을 좀더 먼저 추진한 다른 국가들에서 찾아 볼 수 있는 분권화 규범과 일맥상통한 면이 있다. 하지만 일본의 분권개혁은 목표로 삼았던 정책과정에서의 국가주도성에서 벗어나는 데 한계를 가지고 있었다. 기관위임사무 제도를 폐지하여 지방자치제에 정책적 자율성을 주는 개혁과 민간기업과 시민사회조직이 공공시설관리의 주체가 될 수 있는 권리를 주어 지방사회에서 정책과정에 민간부분의 개입 여지를 증가시키려는 관제시장의 민간개방 개혁 모두에서 중앙정부 각 성청 관료들의 정책과정 통제력은 줄어들었다고 보기 어렵다. 이러한 탈국가주도의 한계는 국가주도적 정책과정으로부터의 탈각에 대한 광범위한 동의와는 달리 국가주도의 정치경제모델의 기본 가치인 균형발전에 대해서는 상반된 입장 간의 갈등이 존재하기 때문이다.
This article examines Japans decentralization reforms over two decades as a case policy diffusion. Japana decentralization reforms could be enhanced under the global trend of decentralization. Although, in the postwar period, Japans economic success and political stability evolved simultaneously with the centralized policy process for maintaining national standard over the country, the centralized state-led system has been severely criticized because of its rigidity since the 1990s. During political turbulence of the mid 1990s, Japan could implement the first movement toward decentralization reform. In this reformative mood, there have been two diverging-but-allied reform orientations: efficiency-centric camp and participation-oriented one. Coalitions and conflicts of these two reform orientations are not unique phenomenon in Japan, but rather universal syndrome in global decentralization trend. These two camps have allied for reforming the centralized policy process in Japan and other countries. In addition, policymakers and commentators, both in Japan and other countries, consider public-private partnership as the alternative way of the state-led policy process. However, public-private partnership could not diminish the centralized characters of Japans policy process. Since efficiency-centric camp and participation-oriented one have different visions on interrelations between national standard and public-private partnership, they could not make strong identical voices for further reforms. In the abolition of delegation function system in the late 1990s and the opening of public facility management in the 2000s, central bureaucracies could maintain their control power, emphasizing their crucial roles for keeping national standard.
