동아시아 역내 문제해결 방식의 특수성

Abstract

동아시아 역내 문제해결 방식의 특수성을 다른 지역과의 비교를 통하여 드러낸다. 동아시아는 역내 문제를 역내 양자외교망과 보편적 국제기구를 통하여 해결하려는 경향을 보이는 반면, 지역기구 형성을 통하여 해결하려는 모습을 보이지 않는다. 그 결과 지역기구의 숫자, 기능, 역할 등 모든 측면에서 동아시아는 다른 권역에 비하여 가장 후진성을 보인다. 동아시아 역내에서 존재하는 촘촘한 초국경 연결망에도 불구하고 지역기구가 부재하는 현상은 아시아의 역설에 해당될 수 있다. 지역기구 측면에서 아시아의 역설은 두 가지 요인으로 설명된다. 첫째, 동아시아 역내 숙적관계이다. 동북아시아에서는 한국, 중국, 일본이 오랜 기간 동안 숙적관계를 가지고 있으며, 두 개의 분단국이 존재한다. 동남아시아에서도 태국과 베트남 사이의 숙적관계가 존재한다. 역내 초국경 활동이 증가한다 하더라도 상대방을 신뢰하지 못하기 때문에 역내 지역기구가 발전하지 못한다. 둘째, 역내 정체성이 약하기 때문이다. 아시아에서는 인도 문명권과 중화 문명권이 경쟁하고 있으며, 냉전기 정치적 이유로 역내 정체성을 형성할 기회를 가지지 못했다. 냉전 이후 미국과 중국 간 경쟁이 시작되면서, 의도적으로 역내 정체성을 형성하려는 시도가 성공할 수 없게 된다.

This paper compares the regional governance mechanism across the five regions: Europe, Americas, Africa, Arab, and East Asia. There has been a strong tendency to solve international issues by means of dyadic diplomacy and universal international organizations in East Asia. Meanwhile, regional organizations in East Asia have been weak and merely functional. The weakness of regional organizations in East Asia is a striking contrast to the fact that East Asia has been tightly integrated in terms of economic relationships. It may be called as the Asian paradox. There seem to be two explanations to the Asian paradox. First, rivalries have been rampant in East Asia. China, Japan, and Korea still have had rivalries among them. There have been two divided nations: Korea and China. There have been rivalries in Southeast Asia. These rivalries have been hampering the development of regional organizations in East Asia. Second, the regional identity has been weak in East Asia. The traditional culture in East Asia traces back to the two great ancient civilizations: Chinese and Indian one. Western cultures have been influential in modern days. Furthermore, the Cold War divided the East Asia into two camps. The Sino-US rivalry in the post-Cold War era has hampered the development of the regional identity in East Asia.
