민주주의: 밀과 토크빌

Abstract

존 스튜어트 밀은 1835년과 1840년 토크빌의 『미국의 민주주의』 Ⅰ,Ⅱ에 대한 장문의 서평을 쓰면서 그를 우리 시대의 몽테스키외라고 격찬했다. 20여 년 뒤, 밀은 『자서전』에서 자신이 토크빌의 영향을 받아 수정 민주주의자가 되었다고 회고했다. 그는 무슨 의미로 수정 민주주의라는 말을 썼을까? 밀은 토크빌의 영향을 적시(摘示)했는데, 토크빌 사상의 어떤 측면을 염두에 둔 것일까? 이 글은 밀이 토크빌의 영향을 받아 수정 민주주의자가 되었다고 했지만, 그 수정 민주주의의 큰 줄기는 그가 토크빌을 만나기 전에 이미 형성되었다는 사실을 입증하고자 한다. 이어서 밀이 『미국의 민주주의』를 탐독했지만, 정작 토크빌이 그 책에서 마음에 담았던 핵심 문제의식은 소홀히 했다는 점도 지적하고자 한다. 토크빌이 참여와 자유의 연결고리를 주목했다면 밀은 참여의 교육적 효과에 집중했다. 토크빌이 습속을 눈여겨 본 반면, 밀은 교육의 힘을 과신했다. 이 글은 이런 논거를 들어 토크빌의 영향을 받아 수정 민주주의로 선회했다는 밀의 진술이 석연치 않음을 주장하고자 한다.

In his Autobiography, John Stuart Mill recalled that, after having read, or studied, Tocquevilles Democracy in America, he had come to move toward the modified democracy. This essay attempts to raise questions regarding Mills remark. First, Mill had articulated the concept of the representative, which would become a key element in his modified, or skilled democracy, before he met Tocqueville. As far as it is concerned, it is beyond doubt that Mill was not influenced by Tocqueville. Second, Mill simply focused on the education effects of participation while Tocqueville stressed the relationship between participation and freedom. Third, Mill believed in the absolute power of education in promoting democracy, but Tocqueville emphasized the impotance of les moeurs. Given these differences between the two thinkers, it is not easy to accept Mills allegation that he had been influenced by Tocqueville with regard to his changes in the understanding of democracy.
