유럽 미사일방어망을 둘러싼 미러 갈등 분석

Abstract

2015년 7월 이란 핵협상이 타결된 이후 유럽 MD를 둘러싼 미국과 러시아 간의 갈등이 재점화되었다. 이 갈등은 양측의 군사력 확대로 이어져 유럽에서의 군사적 긴장이 고조되고 있다. 더 심각한 문제는 이 갈등의 원인이 미러 양국의 보다 근본적인 글로벌 전략의 차이에 기인하기 때문에 대결 양상이 장기화될 것이라는 점이다. 소련의 붕괴 이후 미국은 일극 체제를 추구하고 있으며 이는 현재 오바마 정부의 재설정 정책에도 계승되고 있다. 반면에 러시아는 미국, EU, 중국, 러시아 등 4개국이 동등하게 경쟁하는 다국적 체제를 지향하고 있으며 이를 위해 최근 중국과의 협력을 강화시키고 있다. 유럽 MD를 둘러싼 미국과 러시아의 갈등은 한반도에서는 사드를 둘러싼 미국과 중국의 갈등으로 반복되고 있다. 따라서 유럽의 상황에 대한 명확한 분석을 발판으로 한국 정부도 적절한 외교정책을 통해 한반도의 긴장완화를 위해 노력해야 할 것이다.

The conflict, leading to the military expansion of the two sides, has heightened military tensions in Europe. The problem is that the conflict will be protracted because the root of this conflict lies in the different in the global strategy of the two countries. After the collapse of the Soviet Union the United States has been trying to establish the unipolar system surrounding itself, which has continued despite Obamas reset policy. Whereas the Russian government is seeking after the multipolar system, where four axes, including US, EU, China, and Russia, are equally competitive. For this purpose, recently Russia is strengthening the cooperation with China. The conflict between the US and Russia over the MD problem in Europe is repeating in the Korean Peninsula over the Thad between US and China. so it is necessary for South Korea to take the appropriate diplomatic action not to deteriorate the situation.
