러시아 극동 개발과 남·북·러 3각 협력

Abstract

한국의 유라시아 이니셔티브와 러시아의 극동 개발은 한·러 양국의 지정학적 과제라는 점에서 한반도 북단과 러시아 극동을 연결하는 초국경 협력을 통해 추진될 경우 시너지 효과를 창출할 수 있다. 특히 우크라이나 사태 이후 유라시아 대륙에 드리워진 신냉전의 그림자가 한반도에 나타나지 않도록 최근 북·러 관계를 남·북·러 3각 협력의 기회로 활용해야 한다. 나진·핫산 철도 연결은 그동안 논의되었던 3대 메가 프로젝트 가운데 철도와 전력망의 부분적인 연결을 성사시킬 수 있는 기분이 된다는 점에서 지정학적 과제로 추진될 필요가 있다. 또한 동방경제포럼을 통해 러시아가 제시한 선도개발구역과 블라디보스토크 자유항을 활용하여 남·북·러 3각 협력 공단의 조성을 적극적으로 추진한다면 경제 통합이 낮은 동북아 지역의 초국경 협력에서 한국이 주도권을 가지는 계기가 될 것이다. 그리고 이는 통일 및 한반도의 안정과 번영을 촉진할 수 있다. 남·북·러 3각 협력을 추진하기 위해 한러 투융자 플랫폼을 활용하여 새로운 프로젝트 발굴, 한국의 주도권을 5·24조치 해제,한·러 양자, 남·북·러 3자간 협력위원회 구성, 국제 개발기금 활용 등에서 한·러 양국은 적극 협력해야 한다.

Koreas Eurasia Initiatives and Russias Far Eastern Development Strategy are the geopolitical challenges for the both countries. In this regards, Korea and Russia enables to realize synergy effect through cross-border cooperation connecting the northern part of the Korea peninsula and the Russian Far East. In particular, Korean takes advantage of latest Russia-North relations for triangular cooperation opportunities which can protect the possibilities of new cold war in the Eurasian continent after the Ukraine crisis. Rajin-Khasan project should be promoted by assigning of the geopolitical tasks because it provides an partial connection of two among three mega-projects: connection of TKR-TSR, power grids. In addition, Russia presented ADT and Vladivostok Freeport during the Eastern Economic Forum and it will be industrial complex for triangular cooperation and Korean should lead the development of ADT and participate in these programs to integrate economically and eventually it will be basis for an opportunity for unification and prosperity of the Korean Peninsula.
