재난관리 조직의 협력수준과 조직효과성에 관한 연구

Abstract

이 연구는 재난관리 조직의 민관 협력과 공공부문 협력수준이 조직효과성에 미치는 영향을 중앙과 지방의 재난관리 공무원들의 인식조사 결과를 중심으로 탐색하였다. 근무지별, 과거 재난관련 업무 수행중의 재난경험 유무별 협력수준과 조직효과성의 집단간 평균비교를 실시한 결과, 중앙부처 공무원이 지방자치단체 공무원에 비해 중앙-지방정부 간 협력을 더 긍정적으로 인식하였고, 재난경험이 없는 공무원이 예방대비 성과와 유관기관 간 협력에 대해 긍정적으로 인식하는 경향이 강하게 나타났다. 이러한 분석결과는 재난관리 부문에 종사한 공무원에 대한 심층면접에 근거해서, 지자체 재난관리 현실과 문제점에 대해 중앙과 지방정부 간 적극적인 대화와 정보교류의 기회가 확대되어야 하며 재난 경험이 있는 공무원이 자신의 경험을 그렇지 않은 공무원들과 공유하거나 다양한 재난상황에 대해 조언할 수 있는 정기적인 모임이 필요함을 시사한다. 아울러 재난관리 조직의 협력수준과 조직효과성의 영향관계를 파악하기 위해 다중회귀분석을 시행한 결과, 민관 협력관 유관기관 간 협력 변수가 인지된 예방·대비 성과와 인지된 대응·복구 성과에 통계적으로 유의한 긍정적 영향을 미치는 것으로 나타났다. 통계분석 결과와 전·현직 재난관리 공무원의 심층면접을 바탕으로, 재난관리 조직들은 재난관리 전 과정에서 공공부분의 유관기관뿐만 아니라 민간부문과의 유기적 연계장치를 만들어 운영하거나 재난관리 공무원의 업무 연속성 확보를 통한 의사소통 향상이 중요하다는 결론을 도출하였다. This study examines the effects of collaboration on organizational effectiveness in emergency management. Collaboration falls into three modes: public-private collaboration, inter-agency collaboration, and inter-governmental collaboration. Based on ANOVA and multiple regression analysis of National Emergency Management Employee Survey Data. key posited hypotheses are tested. First, central government officials appear to value inter-governmental collaboration more than local government officials do. Second, those with no previous disaster experience perceive the ex-ante performance as well as inter-agency collaboration more positively than those with disaster experience. Last, public-private collaboration is positively associated with perceived ex-ante disaster management performance and perceived ex-post performance, as is collaboration among agencies. The implications of the results and limitations of the study are also discussed in the conclusion.
