dc.description.abstract셰일가스 개발로 촉발된 유가하락에 따른 국제 에너지 수급현황의 변화가 중국의 에너지 수급 및 에너지 안보전략에 미치는 영향과 국제정치에 대한 시사점을 분석한다. 분석의 초점은 미국발 셰일가스 개발로 인한 원유가 하락과 더불어 석유와 가스 시장의 변동에 따른 에너지 국제정치의 변화이다. 과거 에너지 안보는 원유의 안정적 확보와 수송로의 안전이 핵심이었다. 에너지 안보는 글로벌 차원의 미중 간 영향력 경쟁과, 해양석유 및 가스 잠재량이 많은 남중국해에서 불거진 미중 갈등의 한 요인이 되기도 했다. 그러나 셰일가스 개발의 영향으로 에너지 시장구조가 변화하면서 에너지를 둘러싼 미중관계가 경쟁 속의 협력관계로 변화하고 있다. 이는 산유국과 소비국 간 협력, 셰일가스 개발기술 협력과 에너지 거버넌스 설립에 대한 협력을 포함한다. 미국이 셰일가스 개발에 이어 석유 수출을 하게 된 것은 중국은 미국과 경쟁보다 협력을 선호하게 될 것이다. 셰일가스 매장량은 많지만 가스 개발기술이 부족한 중국은 미국과 셰일가스 개발기술 협력도 필요하다. 글로벌 차원에서 에너지와 환경 협력 요인들로 인해 중국의 에너지 안보전략도 미중 대결보다는 경쟁 속의 협력을 지향할 것이다. 다른 한편 중국의 에너지 안보전략은 주변국들과 협력을 통해 이들에 대한 영향력을 증대시키는 데에 중점을 두고 있다. 일대일로 전략으로 신흥개발국들에 대한 인프라 투자와 에너지 협력을 강화하는 것이 그 예다. 중국은 국제에너지기구(IEA)를 포함한 에너지 거버넌스가 미국의 이익을 대변하는 것으로 보고 있다. 때문에 상하이 협력기구와 같이 미국을 배제한 지역안보 거버넌스나 G20과 같은 신흥개발국들이 포함된 거버넌스를 선호한다. 신흥국들에 대한 미중의 영향력 경쟁이 고조되면서 이를 완화하기 위한 새로운 에너지 거버넌스 필요도 증대되고 있다. 미중은 에너지 거버넌스를 둘러싸고 경쟁 속에서도 협력할 필요가 커지고 있는 것이다.-
dc.description.abstractThis study examines oil and gas market change led by shale gas development in the US and its impacts on Chinas energy security and its energy strategies. It also explores the implications of changing Chinas energy security strategies for international politics. The study focuses on the Chinas energy security strategy which is affected by shale gas development of the United States and on its implications for international politics of energy. The U.S. and China have been competing over influence in Asia. Energy security concerns such as securing supply of oil and gas and safety of energy transportation route have been the sourcesof conflict in the South China Sea and global competition between the U.S. and China. Shale gas development in the U.S. resulted in falling of oil prices and affected international oil and gas market structure, which led the U.S. and China to become more cooperative in dealing with energy security. Chinas energy security strategy focuseson the increase of influence over regional countries through cooperation with neighboring countries. For example, Chinese one belt one road strategy stresses investment in infrastructure of emerging countries and energy cooperation with them. With the increasing competition between the U.S. and China over influence on emerging countries, it is necessary to build a more comprehensive energy governance to mitigate the competition.-
