중국의 중부굴기(中部崛起) 정책에 대한 소고

Abstract

중국정부는 2005년부터 중부지역 6개성에 대한 발전전략인 중부굴기(中部崛起) 정책을 시행하고 있다. 특히 2006년 5월에는 국무원에서 중부굴기 정책 조치(2006. 5)가 발표되어, 명확한 정책목표와 주요조치가 명시되었고, 2007년 4월에는 국무원 산하에 중부굴기 판공실이 설치되어 정책 집행주체가 확정되는 등 최근 2년내 중부굴기 정책에 대한 큰 변화가 이루어지고 있다. 본고는 최근 명확화, 실체화 되고 있는 중부굴기 정책에 대한 체계적인 고찰을 그 목적으로 하고 있다. 이를 위해 먼저 중부지역의 현황과 특성을 분석하고, 중부굴기 정책 목적과 정책화 과정을 살펴보았다. 최근 변화되고 있는 지역균형 발전정책을 주목하였으며, 선행 지역발전 정책인 서부대개발 정책과 동북진흥정책에 대한 분석을 통하여 이러한 변화가 중부굴기 정책에 어떻게 영향을 미치고 있는지 분석하였다. 아울러 중부굴기 정책이 가진 한계를 고찰하였으며, 결론에서는 중부굴기 정책의 추진 방향에 대한 전망과 우리기업에 대한 간략한 시사점을 다음과 같이 도출 하였다. 첫째, 중부굴기 정책은 중앙정부와 지방정부에 의해서 중장기적으로 진행되고 다각적으로 추진될 전망이다. 둘째, 중부굴기 정책은 호북성을 중심으로 진행될 전망이다. 셋째, 중부굴기 정책은 중국에 투자를 영위하고 있는 우리기업에게 투자 다변화에 따른 시사점을 제공할 수 있다.

Since 2005, the Chinese government has executed a central China development policy targeting six provinces such as Shanxi, Anhui, Jiangxi, Henan, Hubei and Hunan provinces. In May 2006, the State Council clarified the purposes and goals of the policy by announcing, The Act on Rising Strategy in Central Region of China (May, 2006). Accordingly, the administrative office of the Rising Strategy in Central Region of China was set up in the State Council in April 2007 to decide on the principles and guidelines of the policy. For the last two years, there have been significant changes in the central region rising strategy. The purpose of this paper is to study the Rising Strategy in Central Region of China which is recently becoming more concrete. The paper investigated the overview of central China and its characteristics, and examined the purpose of the policy as well as policy-making procedures. The paper also focused on recent changes in the direction of regional development policies that transformed from non-equilibrium development to a re-equilibrium one by implementing new regional development strategies. Through the analysis of the West Development Strategy that started in 2000 and the Northeast China Redevelopment Strategy that began in 2003, the paper examined how such a change in the direction of regional development policy influences the Rising Strategy in Central Region of China. Also, the paper investigated the limitations of the Rising Strategy in Central Region of China. In conclusion, the paper tried to forecast the direction of the policy, and drew some suggestions for Korean companies that are operating in Central China. First, the policy is expected to be carried out for a midterm or long-term period by the central government as well as provincial governments of China. Second, Hubei province will have the initiative of the policy. Third, the policy can provide more options for FDI (foreign direct investment) to the Korean companies in China which need more diversification in business areas.
