미국의 전자투표와 민주주의: 전자투표를 둘러싼 논란과 정치사회적 대응

Abstract

이 글의 목적은 기술의 사회구성론적 관점에서 미국의 전자투표 시행에 따른 논란과 미국 내 정치사회적 대응을 설명하는데 있다. 미국은 2000년 플로리다 주의 펀치카드 방식의 투표기기가 문제되면서 현대식 투표방식인 전자투표를 수용하게 되었지만, 곧 이를 전면적으로 보완하거나 또는 아예 폐기하는 방식으로 전환되었다. 전자투표의 수용은 HAVA 제도에 의한 재정적 지원과 연방정부, 의회, 그리고 정당의 적극적 역할과 투표기기 공급업체의 로비에 의해 빠르게 진척되었다. 그러나 이후 2004, 2006년선거에서전자투표의혼란과오류사례가증가하였으며, 민주주의 가치를 훼손시킨다는 인식하에 시민단체의 비판과 제소 그리고 학계 및 컴퓨터 관련 전문가집단에 의한 비판적인담론이 급증하자, 많은 주에서는 전자투표 도입을 유보하거나 폐기하기에 이르렀다. 이러한 사례의 시사점은 다음과 같다. 전자투표의 도입은 IT 기술발전에 따른 자연스런 발전과정의결과일 수 있으나, 사회적 공론화를 거치지 않은 섣부른 도입은 경제적, 정치적, 사회적 의미에서 많은 비용과 혼란을 가져올 수 있다. 도입이전에 다양한 사회적 연구와 논쟁과정을 거침으로써 사회공동체의 합의와 신뢰를 쌓을 필요가 있다. 그러한 과정을 거치지 않은 채 경제적 비용이 큰 전자투표 도입을 시도한 다면 그 사회가 치러내야 할 비용은 상당할 것이고, 심지어 민주주의의 위기라는 사태까지 가져올 수 있다.

This study intends to explore why electronic voting system has not progressed but receded in the U.S. Electronic voting system could have been speedily accepted due to the institutional base financially supported by HAVA, the active role of federal government, legislatures and political party officials, and the powerful lobby by many electronic voting machine manufacturers. However, as problems began to surface in the 2004 and 2006 elections, NGOs raised critical issues such as security and safeguards of the electronic voting and experts including many academics and computer scientists voiced concerns that the votes may not be counted correctly. Some states required complementary system and others decided to dump the DRE and go back to paper ballots or optical scans. An implication is that introduction of electronic voting system without social consensus may cause conflicts among social groups and be accompanied with huge political and economic cost by jeopardizing the basic value of democracy.
