한국의 사회의 질과 복지체계: 이탈리아, 그리스, 독일로부터의 함의

Abstract

최근 한국사회는 노동의 불안정성, 가족의 약화 및 해체, 사회양극화, 사회적 폐쇄성 등으로 복지 확대 요구가 높아지고 있다. 이런 상황에서 우리보다 앞서 복지국가를 발전시켰던 독일, 이탈리아, 그리스가 유로존 경제위기라는 동일한 상황에서 서로 다른 결말을 낳게 한 요인을 진단하고 지속가능한 복지, 한국형 복지의 방향성을 모색하고자 한다. 이를 위해 사회의 질이라는 개념에 근거하는데, 한국은 이탈리아, 그리스와 마찬가지로 체계와 생활세계에서 모두 사회의 질이 낮다는 특성을 보인다. 특히 생활세계에서 사회적 공동체성, 연대적 가치와 규범이 취약하고 전반적으로 신뢰수준이 낮으며(낮은 응집성), 갈등의 제도화와 통합 정치의 부재로 삶에 영향을 미치는 과정과 결정에 참여하지 못하고 있다(낮은 역능성). 낮은 수준의 사회의 질은 복지지출을 늘리더라도 투명성과 효율성을 담보하지 못하며 빈약한 복지성과를 보이게 된다. 또한 한국은 연금, 의료비 지출 중심의 복지체계인데 급속한 고령화와 결합되어 향후 재정건전성에 부담을 줄 수 있다. 따라서 복지가 지속가능하고 경제와 동반성장하기 위해서는 전반적인 사회의 질을 높여야 하는데, 이는 다양한 집단들의 이해관계를 대변하고 조정하는 사회적 합의와 갈등의 제도화, 그리고 전반적인 고신뢰와 투명성의 제고를 의미한다. 이와 동시에 일하는 근로자에 대한 사회적 보호체계를 강화하고 고용/노동을 지원하고 유인하는 방식으로 복지지출을 확대해야 한다. 한국인들은 복지에서 국가의 역할과 의무를 크게 요구하지 않고 자기계발과 경쟁에 매몰되어 있는데, 공동체성을 회복하고 사회적 연대의 가치와 규범을 강화함으로써 복지성과를 높일 수 있다. 그러나 각 정당의 복지공약은 사회의 질의 중요성을 인식하지 못한 상황에서 복지재원 마련 방안과 구체적인 청사진이 미비하여 인기영합주의라는 비판을 벗어나기 힘들다. 복지국가의 방향성과 구체적인 내용, 이를 실행하는 방식에 대한 본격적인 논의와 사회적 합의가 시작되어야 한다.

Recently the demands for public welfare to solve the social problems such as unemployment, unstable labor market, family disintegration, social polarization, social exclusion, and etc. have been rising. The aims of this study are to explore and explain the factors to determine the different paths in similar economic crises in Italy, Greece, and Germany in terms of social quality. The social quality of Korea is low in general. The dimensions of cohesion and empowerment show especially very low quality. Therefore, it may lead to poor outcomes if the deficit of transparency and trust were combined. And the welfare systems in Italy and Greece focusing old social risks require big public expenditures which cause financial crises. The social investment system in Germany which supports and protects the labor market, jobs, and children and family fares well for both the economy and welfare. The politics of integration is necessary to forge the welfare system in the mediation of transparency and trust in societal level. In the aspect of the welfare orientations, Korean people don't expect a high commitment level of duties and roles to their government, and perceive that the welfare can be a burden to economic growth or induce people to become dependent The social issues on the enlargement and rearrangement of welfare system demand public discussions and strong social consensus.
