한국사회의 갈등구조와 계층갈등

Abstract

한국사회의 갈등구조는 성장과 복지를 둘러싼 계층갈등이 핵심적인 유형으로 자리 잡고 있으며, 사회경제적 불평등 및 양극화 현상이 지속적으로 확산되고 있는 양상이다. 문제는 아직까지 어떤 효과적인 해결책이나 일반화된 결론이 도출되고 있지 못할뿐더러 미래사회의 갈등에 대한 전망도 불투명한 상태라는 데 있다. 이와 같은 맥락에서 본 연구는 사회갈등의 근원적인 요소인 사회경제적 불평등의 현황을 살펴보고 이에 따른 계층갈등을 진단함으로써 향후 지속가능한 사회발전을 위한 정책적 함의를 도출하고자 한다. 분석결과, 한국사회는 노사 및 계층갈등을 중심으로 교육, 환경, 지역갈등 등이 중첩, 결합되어 나타나고 있으며 민간과 정부의 갈등과 이해관계의 갈등이 압도적으로 많은 비중을 차지하고 있다. 갈등해결은 주로 행정집행이나 법원판결 및 입법과정에 의한 방식에 의존함으로써 사회구성원의 의견을 수렴, 반영하기보다 제도적 근거를 활용하여 추진하는 경향을 확인할 수 있다. 외환위기 시기에 본격적으로 악화되기 시작한 장구형태의 계층구조는 부동산을 포함한 자산분포에서 극명하게 나타나며, 공정사회와 계층이동의 가능성은 상당히 낮은 것으로 추정된다. 계층갈등을 해결하기 위해서는 경제적 고용 안정성을 높이고 조세세도의 재분배효과를 강화시킴으로써 소득불평등을 완화시키고, 불로소득에 대한 차단기제 및 문화적 압력을 활성화시키는 것이 필수적이다. 아울러 정책의 집행비용보다는 설계비용을 확대하여 사전예방을 강화하는 선제적 대응이 효과적이며, 한국 토양에 맞는 계층갈등완화 모델을 개발하고 갈등해결 프로세스에 관한 제도적 장치와 협상 및 합의 관행이 정착되도록 노력해야 한다.

This paper addresses a special issue on the structure of social stratification and the dynamics of conflicts in Korea. Most previous studies of conflict typically devote little space to a clear vision for capturing future trends as well as effective solutions, often using cross national tests. Against this backdrop, this case study takes an explicit historical and contextual approach, focusing on the objective and subjective dimensions of stratification. It diagnoses changes in the distribution of socioeconomic resources such as income, wealth, class position and mobility. These factors are then related to levels and trends of inequality, and advances our understanding of conflict dynamics by its ability to account for group heterogeneity within the country. The investigation on the nature of polarization with conflicts indicates the importance of the effective strategies for fair opportunities, redistribution effects, and the impact of policy designs. The strategy needs a new alternative formula with incentives and capabilities shaping the process of conflict resolutions and cultural practices.
