Abstract
이 논문은 국제정치의 핵심적인 행위주체인 국가의 위상이 상대적으로 위축되면서 새롭게 떠오르고 있는 초국가적 사회운동의 근원과 작동 논리에 대하여 살펴보는 것을 목표로 한다. 그 동안 초국가적 사회운동의 경험적 연구에 비해 이것이 국제정치이론의 맥락에서 어떤 의미를 갖는가에 대한 논의가 미흡한 상황인데, 이 논문에서는 이를 고려하여 초국가적 사회운동이 정치적 행위자의 권위를 둘러싸고 어떤 결과를 만들어 내고 있는지를 이론적으로 탐구하고자 한다. 이와 같은 문제의식은 초국가적 사회운동의 미시적 메커니즘, 즉 정치적 개인이 국가의 권위에 왜 복종하고 왜 저항하는가에 대한 탐구로 이어진다. 이를 위해 이 논문은 정치의 본질이 엘리트 중심의 하향식 권력관계뿐만 아니라 일상생활에서 보통사람들의 요구를 기반으로 하는 상향식 권력관계에서도 유래한다는 점을 부각하려 한다. 특히 정치적 개인의 요구가 얼마나 잘 충족되는가가 권위의 원천으로 자리 잡기시작했으며, 만약 그렇지 못할 경우에는 시민불복종 운동이라는 저항에 직면하게 된다는 점을 강조한다. 이러한 국내정치의 논리는 대외적으로도 적용될 수 있는데, 이 논문에서는 국가의 이와 같은 부담이 스스로의 권위를 유지하는 약속이며, 이 약속이 지켜지지 않을 경우에는 권위를 상실할 수 밖에 없는 세계화 시대의 변화된 분위기를 언급할 예정이다. 특히 세계화의 영향으로 인하여 개인들의 기본권에 대한 관념이 확대되기 시작했고, 이것이 국가의 기존 권위체계를 흔드는데 큰 역할을 하고 있다는 점을 강조하고자 한다.
This paper aims to explicate the origins and working mechanism of transnational social movements since the relative demise of the sate which has been major subject of international politics. We have developed much less theoretical discussion over the theoretical implications of transnational social movements than their empirical investigations. The paper, in this sense, tries to look at the theoretical mechanism of transnational social movements and their impacts on political authority. This leads to the introduction of the micro-level mechanism of transnational social movements, which shows political individuals subjugation and resistance to state authority. Details over the origins of movements through the bottom-up way of political power as well as that of the top-down one. In particular, the paper argues that the level of satisfaction over the demands by ordinary people has become the most significant source of political authority. If a state cannot perform well in this function, then it will face social resistance such as civil disobedience. The same logic will be applied to the dimension of global politics where the breakup of promises automatically leads to a weaker authority. The paper stresses that this trend has been strengthened since globalization and has much implications over a new direction of international relations theory.
