성장신화로부터의 탈출: 제로성장기 일본경제를 보는 새로운 시각

Abstract

1990년대 이후의 일본경제는 잃어버린 10년, 잃어버린 20년 등 부정적이고 실패한 시기로 규정되었다. 그러나 본고에서는 이 시기를 새로운 시대를 모색하기 위한 다양한 시행착오가 이루어진 기간으로 다시 파악할 것을 강조한다. 그 경우 현재 일본경제의 상황은 선진국 경제가 언젠가는 모두 도달하게 될 제로성장 사회의 선구적 모습이라 할 수 있다. 환경문제와 자원제약을 고려한다면 더는 과거와 같은 경제성장이 지속될 수는 없기 때문이다. 그런데 일본을 비롯한 선진국에서는 제로성장하에서도 활력이 넘치는 사회를 실현할 수 있다. 그것을 위해, 정부는 성장이 아니라 국민생활의 질적 향상이라는 정책목표를 우선시하고, 기업은 자원 절약을 위한 원단위 향상에 노력해야 한다. 개개인은 노동생산성 증가에 의해 절약된 시간을 소득 증가가 아닌 인간적인 활동으로 돌리려는 인식의 전환이 필요하다.

Since the 1990s, Japans economy has often been negatively described as The Lost Decade. However, this article emphasizes that this period should be reviewed as a trial and error to find a solution for a new era. In that case, the current situation of the Japanese economy can be understood as a pioneering figure of non-growth society, which will one day all developed economies reach due to the given global environmental problems and resource constraints that restrain further economic growth. However, even a non-growth economy can be realized as a full vigorous society. In order to achieve such society, the government policy should aim to improve peoples quality of lives rather than to focus on economic growth. Enterprises should enhance their abilities to conserve materials, and individuals should embrace the cognitive turn in the usage of spare time, which emphasizes time commitment to human activities rather than to additional labor for an extra income.
