정당과 유권자: 샷슈나이더 이론의 재조명

Abstract

지난 20여 년간 미국 정치는 정당 간의 이념적 대립과 정책적 충돌의 심화로 정부 전반에 대한 심각한 불신을 초래했다. 통상적으로 양극화로 진단되는 이러한 미국 정치의 문제의 해결을 위해 선거제도의 변화나 입법 과정에서 양당 간의 충돌을 완화시킬 수 있는 제도적 장치를 도입하자는 요구가 커지고 있다. 그러나 양극화로 일컬어지는 정단 간 이념적 대립의 심화 현상이 과연 양극화로 규정되어 질 수 있는 지, 그렇다면 이러한 분열을 가져 온 원인이 무엇인지에 대해서는 여전히 논쟁이 진행 중이다. 이 글은 미국 정당 간의 이념적 대립의 강화를 샷슈나이더의 갈등의 정치 틀에서 이념적 대립의 심화를 정책 이슈를 새롭게 규정함으로써 지지 세력을 확장하고 유권자를 동원하려는 양당의 선거 전략의 결과로 분석한다. 미국 정치를 설명해 온 지배적인 분석틀인 다운즈의 중위 투표 이론과 메이휴의 선거의 고리 이론으로는 유권자들의 선호 분포와는 무관하게 지속되고 있는 정당 간 이념적 대립을 설명할 수 없기 때문이다. 또한 정당의 핵심 행위자를 특정 정책을 추구하는 조직화된 이익으로 보는 정책중심적 접근과 달리 갈등의 정치는 선거 승리를 위해 정책을 형성하고 유권자의 지지를 동원하려는 정당의 전략으로 이념적 대립의 심화를 설명한다.

The most common explanations of the radical divide between the American political parties center on the emergence of excessive partisanship and deep ideological divisions among political elites and officeholders. This phenomenon has been blamed as partisan polarization caused by Culture Wars that divided Americans into the culturally orthodox and the culturally progressive. This article tries to provide an alternative explanation of polarization relying on the framework of the scope of conflict originally developed by Schattschneider. Whether it is called polarization or sorting, American political parties have increased their influence on their members and partisan ties within the electorate have grown stronger since the 1980s. Those changes in the partisan politics have been resulted from electoral strategies adapted by political parties by which they redefined political conflicts along the issues of government intervention, social values, fiscal conservatism and geographical divisions.
