여성할당 후보공천제 개혁과 여성정치인에 대한 수용성

Abstract

본 연구는 2000년 이후 여성할당 후보공천제 개혁의 효과를 분석한다. 특히, 제도개혁 결과가 후보공천과정에서 각 정당의 여성후보에 대한 수용성과 여성의원의 의정활동에 대한 유권자의 수용성에 미치는 효과를 경험적으로 검증한다. 연구결과는 두 가지 흥미로운 결과를 제시하였다. 첫째, 여성할당 후보공천제도의 개혁은 한국 사회 내 각 정당이 여성후보 공천의 수 및 지역적 분포를 확대하는데 유의미한 영향력을 미쳤다. 둘째, 여성할당 후보공천제도의 개혁은 여성의원의 의정활동에 대한 유권자의 긍정적인 평가에는 유의미한 영향력을 지니지 못했다. 여성할당 후보공천 제도의 발전에도 불구하고 유권자들은 남성의원에 비해 여성의원의 의정활동을 더욱 긍정적으로 평가하지는 않았다. 본 연구결과는 여성할당 후보공천제도의 개혁은 여성정치인에 대한 유권자 의식 변화를 수반할 수 있는 방향으로 발전해갈 필요성을 제기한다.

This article analyzes the influence of the candidate selection law with gender quotas reformed after 2000. In particular, it empirically tests the effect of the institutional reform on parties acceptability of female candidates and pubic acceptability of female representatives. Results show two interesting points. First, the institutional reform on the gender quotas has significantly influenced on the increase in the number of female candidate and the enlargement of the regions in which female candidates are nominated. Second, the pubic acceptability of female representatives has not been improved by the reform. The legislative performance of female representatives is not much more positively assessed than that of male representatives by public. These outcomes imply that any institutional reform on gender quotas in the future might build the measures to develop the positive acceptability of female politicians by pubic.
