중국 공산당의 사영분야 당조직 건설 정책 변화: 지방정책과 중앙정책의 상호작용을 중심으로

Abstract

사영분야의 성장 및 사영기업가의 출현은 개혁 · 개방기 중국의 가장 중요한 사회경제적 변화 중 하나이다. 본 논문은 저장성(浙江省) 및 저장성 산하 원저우시(温州市)의 사영분야 당조직의 형성과 발전과정에 대한 고찰을 통해, 사영기업가 포섭 정책이 중앙에서 공식적으로 추진되기 훨씬 이전부터, 다른 지역에 비하여 사영분야 발전이 급속히 진행된 일부 지방을 중심으로 사영분야 당조직 건설을 통한 사영기업가 포섭 정책이 우선적으로 전개되어 왔다는 사실을 보여주고 있다. 동시에 저장성 및 원저우시의 사례는, 지방 차원에서의 당조직 건설을 통한 사영분야 포섭 정책이 중앙의 사영분야 포섭 정책에 중요한 영향을 주었음을 확인하여 주고 있다. 이상과 같은 저장성 및 원저우시의 사영분야 당조직의 형성과 발전 과정은, 국가의 다양한 층위에서 사영분야의 당조직 건설과 관련하여 상이한 노력이 존재하여 왔으며, 지방에서 성과를 거둔 사영분야 포섭 정책이 실제 중앙의 정책형성에 어떻게 반영되고 있는가를 보여주는 사례이다. 결론적으로 본 논문은 중국의 국가-사영기업가 관계 역시 중앙차원의 정책에 대한 분석뿐만 아니라 지방차원의 성공적 관행과 이에 대한 중앙의 인식, 이를 전국차원으로 확대한 중앙의 결정 등 다양한 동학을 고려한 접근 및 분석이 필요함을 강조하고 있다.

The rise of the private sector and the emergence of private entrepreneurs are two of the most significant social economic changes in Chinas reform era. At the central level, after the announcement of the Three Represents (三个代表), the Chinese Communist Party officially executed construction of party organization in private sector to embrace the private sector. However, regions like Zhejiang Province and Wenzhou City in particular, where private economy was highly developed, construction of party organizations in the private sector had been pursued much ahead of the announcement of the Three Represents. The cases of Zhejiang Province and Wenzhou Citys private sector party construction indicate how local governments successful co-optation of the private sector significantly impacted the central policy for private entrepreneurs. Therefore, this paper highlights the necessity of conducting analysis at the various levels of dynamics, including successful local and regional cases and their impact on the central authoritys perception and decision to extend the policies to the national level, to understand state-private entrepreneur relations in China.
