지구민주주의와 초국적 사회운동 : 세계사회포럼(World Social Forum) 사례를 중심으로

Abstract

본 논문은 신자유주의 세계경제체제 야기한 민주적 운영원리의 결손에 대한

대안으로 기획된 지구 민주주의의 실험장으로서의 세계사회포럼을 주목하고,

그것의 기원과 성장 및 전지구적 확산과정을 시계열적으로 분석하였다. 또한

이 성장과정에서 마주하고 있는 다양한 장애물을 외적요인-지리적, 인구 및 사

회경제적 장애물-및 내적요인-구조적 장애물-으로 구분하여 살펴보았다. 열린

공간으로 기획된 초국적 공공영역인 세계사회포럼은 참여한 다양한 층위의 시

민사회단체에 초국적 운동 담론, 네트워크 형성, 그리고 초국적 정치기회 구조

등을 제공한다. 물론 이 혜택으로부터 소외된 제3세계시민사회는 그 운동영역

을 자신의 지역으로만 제한시키는강경파(rejectionist)적 태도를 견지하기도

한 다 . 그 러 나 최 근 의 세 계 사 회 포 럼 의 지 역 적 확 산 혹 은 권 역 화

(regionalization) 현상을 주목할 필요가 있다. 각 시민사회는 지역 사회포럼에

능동적인 참여를 통해 풀뿌리에 기초한 전지구적 활동가(rooted cosmopolitans)를 지속적으로 양산함과 동시에 그 안에서 초국적 운동단체의

매개고리 역할에 힘입어 그들과 지속적인 네크워크를 형성하고 이를 통한 자원

동원과 지구적 운동프레임의 학습, 적용, 그리고 응용을 지속적으로 수행할 수

있다.

This paper highlights a big surge of World Social Forums (WSF) as a testing ground of

global democracy, which has been severely damaged by the neoliberal world economy

system by criticizing the latter as a democratic deficit. It starts with analyzing the origin,

development, and diffusion process of the WSFs worldwide and then tries to address both

external and internal obstacles intervening in the democratic, transparent, and efficient

organization of the WSFs. The WSF as an open space, the so-called transnational public

sphere provides various participants with transnational movement frames, networks, and

political opportunities. Many Third world civil societies isolated from the benefits tend to

keep the rejectionist position toward such transnational activities. There is, however, a

necessity of paying more attention to the current regionalizaiton of the WSFs. Local civil

societies, whether global North or South, should engage actively in regional social forums

where they should not only educate the so-called rooted cosmopolitans but also develop sustained networks with transnational social movement organizations to mobilize various

transnational resources as well as global frames. Throughout the bottom-up participation,

local civil society can learn, adapt, and apply such resources and frames to local settings.
