주파수 제어 서비스 비용을 고려한 태양광 발전 출력 제어 방법 연구

dc.description.abstract전 세계적으로 신재생 에너지에 대한 관심이 꾸준히 증가하면서 국내에도 국가차원의 녹색성장에 따른 신재생 에너지의 확대보급 활성화 방안에 의해 지자체와 발전사업자 등의 분산전원 도입계획이 많아지고 있다. 그러나 한편으로는 아직 국내에 대용량 분산전원의 계통연계에 대한 기술기준 및 체계적인 선로운영 기술기준이 미흡하여 신재생 에너지의 계통 유입이 용이하지 않은 측면이 있다. 이에 따라 계통의 주파수와 전압의 안정도를 고려한 신재생에너지 운영에 관한 연구가 요구되고 있다.
본 논문에서는 실시간 전력시장 환경 하에서 주파수 제어 서비스 비용을 고려한 태양광 발전(PV : Photovoltaic)의 출력 제어 방법에 관하여 논하고 있다. 배전 시스템 운영자(DSO : Distribution System Operator)는 배전 계통 내의 부하의 변동에 의한 주파수 제어 서비스 비용을 PV와 같은 신재생 에너지의 출력을 제어함으로써 감축할 수 있다. 이를 위해서 본 논문에서는 PV의 출력을 제어하는 방법으로 기존의 MPPT (Maximum Power Point Tracking) 방법을 수정하여 주파수 변동을 고려한 RPPT (Regulation Power Point Tracking) 방법을 활용하였다.

dc.description.abstractIncreasing the interest of renewable energy resources in world wide, Korea also promotes expanding distributed generation by a local government or private generation company according to green growth policy. On the other side, however, it's hard to connect renewable energy source to main grid because the grid-connection and line-operation technologies of distributed generation are not simple. Therefore, it is required to operate renewable energy source concerning the stability of frequency and voltage on main grid.
In this paper, considering frequency regulation service cost in real-time market, photovoltaic(PV) output control scheme is discussed. Distribution system operator(DSO) can reduce frequency regulation service cost which is occurred by load variation as controling PV output reflecting frequency deviation. A novel method for PV output control, RPPT (Regulation Power Point Tracking), is suggested, modifying the method of boost converter control, MPPT (Maximum Power Point Tracking).
