Abstract
The Obama administrations efforts to participate in the climate change treaties continued to be in a stalemate domestically and internationally. This paper searched for reasons why President Obamas ambition to lead the International Climate Change negotiations failed during the first term. To find the answer, this paper examines and analyzes the US domestic actions and policies on climate change by focusing on the relationship between president and congress.
This paper concludes that the initial political decision made by President Bush created less functional ground for the Obama administration to transform the policy towards the international climate change negotiations. Nonetheless, the strong Congressional power is the biggest influence to the US climate change policy.
