지역구 국회의원의 입법투표결정에 미친 요인분석

Abstract

본 연구의 목적은 제19대 전반기 국회 본회의에서 행해진 전자표결기록을 분석하여 갈등법안에 대한 지역구 국회의원의 입법투표결정행위에 영향을 미치는 유의미한 변수를 살펴봄에 있다. 보다 세부적으로, 합의적 의사결정을 특징으로 하는 국회 본회의에서, 비 합의적 의사결정의 양상을 띤 법안들을 살펴봄으로써 원내에서 표출된 우리사회의 갈등의 쟁점이 무엇이었는지를 파악하고 이에 대한 지역구 국회의원의 입법투표결정요인을 분석하고자하였다. 19대 전반기 국회 본회의에서 전자표결에 부쳐진 법안들을 살펴본 결과, 국회에서 빈번하게 갈등이 초래되는 것으로 비춰지지만, 갈등법안의 경우라 하더라도, 우리나라 국회 본회의에서는 상당한 수준의 합의적 양상을 지닌 의사결정이 행해지고 있음을 알 수 있었다. 갈등법안에 대한 지역구 국회의원의 입법투표결정요인을 분석하기위해 지역구 국회의원의 특성을 설명할 수 있는 요인변수로 정당관련요인변수, 행정부지지요인변수, 지역적 특성변수를 설정하였다. 정당관련요인은 국회의원의 이념, 정당 내 리더, 선수, 새정치민주연합 소속의 연임의원여부, 그리고 초선여부로 각각 측정되었다. 행정부지지요인은 여당여부로 측정되었다. 주민대표성여부를 살펴보기 위한 지역적 특성요인은 선거인수, GRDP, 수도권여부, 경상권 새누리당 소속의의원여부로 각각 측정되었다. 우리나라의 정치문화와 19대 전반기의 정당별 원내 의석확보상황을 고려하여, 본회의표결에 있어서의 갈등의 수준(threshold)을 정하고자 하였다. 이러한 과정을 통해서, 19대 전반기 국회 본회의에서 의결된 법안들 가운데 찬성률 하위 5%에 해당하는 법안들 중 가결된 법안을 갈등법안으로 정의하였으며, 이에 대해서 통계분석을 실시하였다. 57개의 법안들은 각각 그 법안의 세부적인 주요 내용을 중심으로 배분 및 분배적 성격을 지니는 갈등법안, 규제적 성격을 지니는 갈등법안, 공적영역과 관련된 갈등법안으로 각각 분류되었으며, 이를 활용하여 지역구 국회의원의 입법투표결정에서 정책적 차별성이 나타났는지 여부를 살피고자 하였다. 갈등법안에 대한 지역구 국회의원들의 집합적 입법투표결정에 대한 통계분석결과, 정당과 관련된 요인들은 모두 통계적으로 유의미한 결과가 도출되었다. 행정부지지요인변수로 측정된 국회의원의 여당소속여부는 지역구 국회의원의 갈등법안에 대한 입법투표결정에 가장 큰 영향을 미치는 요인으로 나타났으며, 통계적으로도 유의미했다. 주민대표성요인인 지역적 특성과 관련된 변수들 중에서는 선거인수의 차이만을 제외하고 통계적으로 유의미한 결과가 도출되었다. 갈등법안의 내용의 분류에 따른 지역구 국회의원들의 집합적 입법투표결정에 대한 통계분석결과, 법안의 내용에 따른 지역구 국회의원의 차별적인 입법투표결정양상이 도출되었다. 통계분석 및 법안의 사례분석 결과, 19대 전반기 국회 본회의에서는 누가 무엇을 가지는가? 에 대한 가치의 배분문제에 있어서 보다 빈번한 갈등이 표출되었으며, 갈등의 양상은 여당 대 야당의 대립구도를 보였다.

This study is to identify meaningful variables effecting district representatives' legislative voting. In particular, the study focused on legislative voting behavior about conflict bills. To achieve this, I analyzed floor voting records for the first two years of the 19th National Assembly of the Republic of Korea. Through this, it can be selected non-consensus aspects and conflict bills by an agreement rate. In addition, conflict bills are classified into three policy categories. It is distributive or redistributive and regulatory policy in private area and policy which is related in public area. Subject of this study is 251 district representatives having a roll-call voting for the first half of the 19th National Assembly and 57 conflict bills. A dependent variable is legislative voting decision on 57 conflict bills set (N=14,307). For analyzing district representatives' legislative voting behavior, party, government, and local influence are considered. First, party influence was measured by congressmans ideology, legislative career, and whether leader in their party, reappointment congressman at The New Politics Alliance for Democracy, and freshman is or not. Second, government influence was measured by whether a ruling partys member is or not. Third, local influence was measured by a size of the elector voters, GRDP, whether the metropolitan areas congressman is or not, and whether the gyeong-sang area and New Frontier Partys member is or not. In other words, independent variables are congressmans ideology, legislative career, a size of the elector voters, GRDP, and whether leader in their party, reappointment congressman at The New Politics Alliance for Democracy, and freshman, a ruling partys member, the metropolitan areas congressman, and the gyeong-sang area and New Frontier partys member is or not. In addition, control variables are gender, level of education, and age. A result of a binomial logistic regression analysis, except a size of the elector voters, all independent variables are significant statistically. Between policy categories, it can be observed different congressmans voting behaviors.
