Whistleblowing becomes important within public organization in Indonesia, especially its growing importance in the pursuit of transparency and accountability to support bureaucracy reform. The purpose of this study is to examine the predictors of civil servant intentions to do whistleblowing. By applying the theory of planned behavior as theoretical framework, such as the effects of attitudes, subjective norms, and perceived behavioral control on whistleblowing intentions that were examined among civil servant in Ministry of State Secretariat. Data were collected from 219 employees. By employing multiple regression analysis, the result indicated that two independent variables, the attitude and subjective norm, are significantly related to whistleblowing intention. On the other hand, there is no significant relationship between perceived behavioral control and whistleblowing intention. Further, demographic factors, such as gender, age, marital, level of education, tenure and position as the control variables that have given slight effect to explain the likelihood of whistleblowing intentions. The implications of theory and practice derived from the findings are discussed.-
