행정의 책임성이 전기자동차 사업의 성과에 미치는 영향: 저속 전기자동차를 중심으로

Abstract

정부는 지난 20년 동안 G7 차세대자동차 사업, 미래형자동차 사업, 그린카 사업을 통해 친환경자동차에 대한 지원을 하였다. 이와 같은 지원에도 불구하고 전기자동차 분야는 하이브리드자동차, 수소연료전지자동차 분야에 비해 성과가 저조하였고, 본 연구는 그 이유에 대해 분석하고자 하였다. 각 자동차별 성과는 특허 건수와 보급량을 변수로 사용하여 측정하였고, 저속 전기자동차를 중심으로 전기자동차와 관련된 사례들을 보조적으로 조사하였다. 이 과정에서 정부와 사업자단체 등의 관계자와 면접조사도 실시하였다. 그리고 이론적 검토를 바탕으로 행정의 책임성을 유형화하고, 행정의 책임성의 유형 중 전문가적 책임성, 정치적 책임성, 법적 책임성을 설명변수로 하여 저속 전기자동차를 비롯한 전기자동차 사업의 성과에 대해 분석하였다. 전문가적 책임성이 강조되던 G7 차세대자동차 사업에서는 전기자동차 분야의 특허출원 건수의 증가율이 하이브리드자동차와 수소연료전지자동차의 증가율에 비해 낮은 것으로 나타났다. 이 시기에는 전문가적 책임성을 너무 강조하여 민간의 전문성에 지나치게 의존하는 경향을 보였고, 전기자동차 분야에서 정부와 민간의 목표가 달라 이와 같은 결과가 나왔다. 정치적 책임성이 강조되던 미래형자동차 사업에서 전기자동차 관련 특허출원 건수는 감소하는 추세를 보여주었다. G7 차세대자동차 사업이 종료된 2002년부터 미래형자동차 사업이 시작된 2004년까지는 전기자동차 관련 특허출원 건수가 증가하였다. 그러나 미래형자동차 사업이 시작되자 감소하는 모습을 보여주어 미래형자동차 사업이 전기자동차 관련 기술 개발에 부정적인 영향을 주었다고 할 수 있다. 또한 양산형 전기자동차의 개발은 하이브리드자동차와 수소연료전지자동차에 비해 저조했고, 보급도 거의 이루어지지 않았다. 이와 같은 결과는 미래형자동차 사업에서 정치적 책임성이 지나치게 강조되어 생산자 본위의 시장이 형성되었고, 전기자동차가 사업의 대상에서 제외되면서 발생한 책임성의 공백이 이 분야의 실질적인 반응성을 약화시켰다. 법적 책임성이 강조되던 그린카 사업에서는 하이브리드자동차와 수소연료전지자동차의 핵심기술 개발이 어느 정도 성숙단계에 접어들어 전기자동차의 기술 개발에 상대적으로 집중하였다. 그렇지만 하이브리드자동차와 수소연료전지자동차에 비해 전기자동차 분야에서는 여전히 한국의 독자적인 기술이 없었고, 기술경쟁력도 저조하다고 평가되었다. 그리고 판매 및 보급도 하이브리드자동차가 원활하게 이루어지는 반면, 전기자동차는 사업의 목표 달성에도 굉장히 어려움을 겪고 있었다. 특히 그린카 사업에서는 저속 전기자동차 업체들의 문제가 부각되었다. 이들은 성능 개발에 노력하기보다는 무리한 사업 확장을 시도하였고, 결국 친환경자동차 시장에서 퇴출되는 결과를 가져왔다. 이와 같은 결과는 법적 책임성이 지나치게 강조되면서 법에 규정되지 않은 위험을 피하려는 소극적인 행정이 원인이었다. 본 연구는 기존의 연구들이 친환경자동차 전반의 성과를 분석한 것과는 달리 하이브리드자동차, 수소연료전지자동차, 전기자동차를 각각 나누어 성과를 비교 분석하였고, 기존의 연구에서 사용하지 않은 행정의 책임성을 설명변수로 이와 같은 성과의 차이를 분석하고자 하였다는데 의의가 있다.

The Korean government has supported the eco-friendly car business for 20 years by implementing three projects, and they are G7 Next Generation Car Project, Future Car Project and Green Car Project. However, the outcomes of the electric vehicle business has been low when compared with those of hybrid electric vehicle or fuel cell electric vehicle sectors. The purpose of this study is to analyze why there were differences in the outcomes among eco-friendly car businesses. This study investigated the patent status of hybrid electric vehicle , fuel cell electric vehicle and electric vehicle sectors as well as the mass production of them in order to measure the outcome of each vehicle. Moreover, this paper analyzed the outcome of the electric vehicle sector including neighborhood electric vehicle for the analysis, professional accountability, political accountability and legal accountability were set as the explanatory variables based on theoretical reviews of administrative accountability types. During the period G7 Next Generation Car Project, emphasizing on professional accountability was conducted, the patent increase rate in the electric vehicle sector was lower than those of hybrid and fuel cell electric vehicle sectors. In this period, the Korean government was overly dependent on the private professionalism as the professional accountability was excessively emphasized. In addition, there were the difference of goals to the electric vehicle between the government and the private industry. Those were the reasons why the different outcomes among eco-friendly car sectors had occurred in this project. During the period Future Car Project, emphasizing on political accountability was conducted, the number of patents related with electric vehicle tended to decrease. There is a possibility that the Future Car Project had a negative influence on the technical development of the electric vehicle, when analyzing the fact that the number of patents related with electric vehicle began to decrease as the Future Car Project initiated which were on the increase from 2002 to 2004, which is the period in between the end of the G7 Next Generation Car Project(2002) and the beginning of the Future Car Project(2004). Also, the progress in development of the electric vehicle for mass production was slower than that of hybrid electric vehicle or fuel cell electric vehicle. Excessively emphasized political accountability in the Future Car Project created a producer-centered market. Moreover, the exclusion of the electric vehicle from project target made a loophole of accountability and weakened practical responsiveness of the electric vehicle project. During the period Green Car Project, emphasizing on legal accountability was conducted, government has focusing on technical development of electric vehicle sector as the key technologies of hybrid electric vehicle and fuel cell electric vehicle entered mature steps. However, the Korean electric vehicle manufacturers did not have their own technologies whereas the other eco-friendly car manufacturers had. Moreover, technology competitiveness of electric vehicle sector was evaluated to be low. Also, electric vehicle sector had a hard time to achieve the original goal of sales and supply while hybrid electric vehicle went smoothly. Especially, the problems of neighborhood electric vehicle manufacturers were magnified. They tried to extend their businesses over their capacities and they were forced to retreat from the market eventually. This result was because of defensive administration, avoiding to take the risk of implementing tasks which were not defined by law or regulation. This study has significance on analyzing hybrid electric vehicle, fuel cell electric vehicle and electric vehicle comparatively while other research studies analyzed the outcomes of eco-friendly car sectors as a whole, and analyzing the reasons of the different outcome of each vehicle by using different administrative accountability types as explanatory variables.
