한국의 세대 내 소득불평등도의 구조-세대 간 소득이동성 연계

Abstract

본 연구에서는 부모세대의 소득불평등도의 구조 추정을 통해 세대 간 소득 이동성 추정 시 발생하는 측정오차를 보정함으로써 소득불평등과 세대 간 소득이동성을 연계하였다. 구체적으로 Solon(1992)연구의 세대 간 소득 탄력성 추정 과정에서 세대 내 소득 불평등의 구조를 사용함으로 두 지표를 연계하였다. 소득 불평등도의 구조는 부모세대의 영구적인 조건인 연령, 성별, 학력, 직종, 종사상 지위에 대해 단 년도 소득을 회귀하여 항상 소득을 구하고 이 항상 소득의 분산을 단 년도 소득의 분산으로 나누어 추정하였다. 실증 분석을 위해 KLIPS자료로 만 20세 이상 임금 근로자와 비 임금근로자 중에서 부모세대와 자녀세대 조합을 구성하고 소득은 단 년도 소득과 부모세대의 3개년 평균소득, 전체 12개년 패널 소득 자료를 사용하였다. 부모세대의 3개년 평균소득과 전체 12개년 패널 소득 자료를 사용하여 측정오차를 단 년도 소득보다 감소시킬 수 있었으며 이 소득 자료를 통해 추정한 소득불평등도의 구조는 약 0.4 근방의 값을 가졌다. 소득불평등도의 구조의 변화 즉 민감도 분석을 위해 항상 소득의 분산, 임시소득의 분산 및 단 년도 소득의 분산변화를 살펴 본 바 임시소득의 분산의 변화가 소득 불평등도의 구조의 민감도에 더 많은 영향을 미쳤다. 또 임시소득의 분산과 소득 불평등도의 구조 및 거시 변수 간 상관관계의 분석에서 임시 소득의 분산과 거시 변수 중 하나인 실업률의 상관관계가 음의 상관관계로 나타났다. 한편 12개년 패널 소득 자료에 대한 소득 불평등도의 구조를 통해 보정된 세대 간 소득탄력성 추정치는 0.35근방으로 기존의 추정치와 유사한 값으로 부모 자녀간의 낮은 세대 간 소득이동성을 확인할 수 있었다.

In this study, I show the connection between the income inequality and the intergenerational income mobility, by correcting the measurement error which occurs when estimating the intergenerational income mobility with the estimation of the parents'generation income inequality structure. The income inequality structure is estimated by dividing the variance of the permanent income, which is derived by regressing the one-year-income on the permanent factors of the parents'generation, by the variance of the one-year income. The income inequality structure estimation with three-year-average-income and twelve-year-income panel data is around 0.4. Also, I could verify that there is low level of intergenerational income mobility, by estimating intergenerational income elasticity, corrected with the income inequality structure for the twelve-year panel data, as around 0.35, which is similar to the result of what the previous research shows.
