통상 패러다임 전환: 밀어내기에서 끌어들이기로 - 일자리 친화적 통상정책의 비전 -

Abstract

제조업 수출중심 밀어내기 전략은 20세기 후반 경제기적의 역사를 쓰며 한국의 선진국 따라잡기를 가능케 만들었지만, 세계적인 경기부진의 장기화 거센 보호주의 역풍은 밀어내기 통상 패러다임의 지속가능성에 의문을 제기하고 있다. 밀어내기 전략은 성장둔화와 급속한 고령화에 빠진 한국경제의 일자리 창출에 한계를 노정하고 있기 때문이다. 이제 일자리 창출에 친화적인 통상 패러다임으로 변화를 모색해야 할 시점이다. 문화, 관광, 의료, 교육을 연결하는 클러스터를 조성하여 세계의 소비자들을 끌어들이기 하는 서비스 빅뱅은 그러한 패러다임 변화를 가능하게 할 것으로 기대된다. 한국, 중국, 일본을 연결한 단일 서비스 시장을 탄생시키는 East Asia Economic Partnership(EAEP)는 끌어들이기 전략을 구체화하는 통상전략이다.

The trade paradigm of export-oriented manufacturing has been a script for the Korean economic miracle. Such push strategy has transformed Korea from a poor, agrarian economy to a global manufacturing power. Prolonged global recession and rising protectionism, however, question the sustainability of the current strategy, which is getting increasingly less effective in creating jobs for the slowing-down, rapidly aging Korean economy. It is time to replace the old push strategy with a new pull strategy. Service Big Bang―creating a cluster that connects culture, tourism, medical service, and education―is the gist of the pull strategy, which is expected to be more effective in job creation. Negotiating East Asia Economic Partnership (EAEP) for a common economic sphere among Korea, China, and Japan is imperative to provide sufficient resources and energy for materializing the pull strategy.
