한국경제의 성공전략: 혁신성장과 실리콘밸리의 교훈

Abstract

선진국 진입을 목전에 두고 수년간 돌파구를 찾지 못하고 있는 한국은 소득주도, 일자리 중심, 공정경제, 혁신성장 등 다양한 정책적 시도를 하고 있지만 여전히 장기적, 전략적으로 보면 미흡한 부분들이 있다. 이에 따라 본 연구에서는 R&D 및 기술혁신과 더불어 생산성, 소득, 그리고 소비 에대한 통찰력을 바탕으로 ABCD 모델을 활용해서 경제성장에 대한 종합적이고 전략적인 분석을 제안하고자 한다. 과거 한국의 경제 및 기업성장 전략에 대한 연구를 바탕으로 만들어진 ABCD 모델은 민첩성(Agility), 벤치마킹(Benchmarking), 융합(Convergence), 전념(Dedication)의 4가지 요소를 포함하는 경쟁력 분석모델로서, 첨단기술 등 경쟁자가 쉽게 모방할 수 없는 독보적인 자원의 소유를 강조하는 기존의 전통 경제 ‧ 경영이론들과는 차별된다. 본 연구에서는 한국과 같이 개도국 단계를 벗어나 선진국으로 진입하는 경제가 지속적으로 경쟁력을 향상시키는 전략을 보여줌으로서 궁극적으로는 혁신에 대한 새로운 관점을 제시하고 있다. 이를 위해 혁신을 단순히 파괴적인 창조정신으로 보는 것이 아니라, 4차 산업혁명시대에 중요한 개념으로 부상한 융합의 원리로 다차원적이고 깊이 있게 조명하였다. 특히 본 논문에서는 혁신을 통한 지속성장을 위한 방안으로 효과적인 클러스터 구축을 제안하였다. 이를 위해 혁신 클러스터의 대표로 꼽히는 미국 실리콘밸리의 경쟁력과 이와 관련된 스탠포드 대학교와 스티브 잡스/애플의 성공사례를 분석하여 한국의 혁신성장을 위한 미래전략에 대한 시사점을 도출하였다.

Despite the substantial growth Korea has achieved since the 1960s, the countrys economy is now at its bottleneck for further growth. Recently, the Korean government announced new economic policies such as income-driven growth, job creation, fair economy, and innovative growth as key goals; however, fundamental problems still remain. In order to give strategic guidelines for these challenges, this study provides an insight into innovation and cluster as well as the relationship among productivity, income, and spending to clarify the mechanism behind effective economic policies. Then, it examines the literature on economic growth and strategy in a comprehensive spectrum by including important cases from nations, clusters, and firms. Overall, the purpose of this research is to analyze the Korean economy by applying the strategy toolset, named the ABCD model, which was developed by combining the elements of agility, benchmarking, convergence, and dedication. This model is differentiated from others in its focus on how to efficiently enhance competitiveness, while less emphasizing inherited resources. By comparatively analyzing the most innovative cluster, Silicon Valley in line with Stanford University and Apple, this paper provides comprehensive and systematic approach to how Koreas innovation and cluster strategies can realize the goals of further growth.
