공직선거 후보자의 도덕성이 선거결과에 미치는 영향

Abstract

본 연구는 공직선거 후보자의 도덕성이 선거 결과에 미치는 영향을 제7회 전국동시지방선거(기초자치단체장)를 중심으로 분석한다. 구체적으로 후보자 정보공개 항목 중 전과 기록과 체납 기록에 주목하여 유권자들이 후보자의 도덕성을 고려하여 투표를 하는지 살펴본다. 본 연구에 필요한 후보자의 전과기록 및 체납기록에 대한 정보는 선거기간동안 공개되는 개별 후보자들의 선거공보를 통해 수집하였다. 개별 후보자의 당선여부 및 득표율은 선거 종료 이후 중앙선거관리위원회 선거통계시스템에서 수집하였다. 본 연구의 독립변수는 후보자의 전과 개수, 후보자 본인의 세금체납여부이고, 종속변수는 당선여부와 득표율이다. 분석방법은 당선여부를 종속변수로 사용하였을 때는 로지스틱 회귀분석을 사용했고, 득표율을 종속변수로 사용하였을 때는 다중회귀분석을 사용하였다. 분석 결과 제7대 전국동시지방선거(기초자치단체장)에 출마한 후보자들의 도덕성을 나타내는 전과 개수와 세금체납여부는 유권자의 선택에 영향을 미치는 요인으로 나타났다. 한편 후보자의 도덕성이 선거결과에 미치는지 여부와 그 영향력의 크기는 지역별, 정당별로 상이하게 나타났다. 본 연구는 후보자 요인 중 도덕성을 중점적인 변수로 보았다는 점, 기존 연구와는 달리 전과개수를 변수로 하였다는 점, 지방자치단체장 선거를 대상으로 하여 연구의 범위를 확장하였다는 점에서 다른 연구들과는 차별성이 있다.

This study analyzes the impact of the candidates morality for a public official election based on the results of the 7th national local government election. Specifically, it examines whether the voters vote in consideration of the morality of the candidates, paying attention to the criminal records and tax delinquency in connection with the candidates past. The information regarding criminal records and tax delinquency records of the candidates required for this study is collected through the disclosed information on the individual candidates released during the election period. The information on the elected candidates and the percentage of votes is collected in the election statistical system of the National Election Commission after the end of the election. The independent variables of this study include the number of criminal records and tax delinquency cases in relation to the candidates while the dependent variables are whether the candidate is elected or not and the percentage of votes. Logistic regression analysis is used when whether the candidate is elected or not is used as a dependent variable while multiple regression analysis is used when the percentage of the votes is used as a dependent variable. The findings of the study demonstrate that the number of criminal records and tax delinquency cases of the respected candidates, which highlight the candidates morality, influenced the voter choices in the 7th national local government election. On the other hand, whether or not the candidates morality affects the election results and the magnitude of such an effect are found out to be different from region to region and according to political party. This study is significant in that the morality of the candidates is regarded as the most important variable, that the number of criminal records associated with the candidates is used as the variable unlike other similar studies and that the scope of the study is extended to the elections of local governments.
