재정적 물가이론의 적용 가능성

Abstract

본 연구에선 Canzoneri et al.(2001)의 방법론을 이용하여 대만, 말레이시아, 브라질, 싱가폴, 아르헨티나, 인도네시아, 일본, 중국, 칠레, 태국,한국 등 신흥국과 동북아시아의 11개 국가들에 대해 재정적 물가이론이 적용 가능한지의 여부를 분석하였다. 각 국가별로 GDP 대비 재정수지 비율과 GDP 대비 국가채무 비율 등의 두 변수를 기본으로 단위근 검정과 공적분 검정을 통해 벡터자기회 귀(VAR) 모형을 구성하였다. 그리고 이번 기에 재정수지 비율에 정(+)의 충격이 있을 경우 다음 기 국가채무 비율이 어떻게 변하는지를 살펴보는 충격반응 분석을 통해 각 국가들의 재정정책이 어떤 regime인지 분석하였다. 분석 결과 대만과 아르헨티나, 인도네시아, 한국은 어떤 regime이 적 용되는지 결론내리지 못했고 말레이시아와 브라질, 싱가폴, 일본, 중국, 태국은 Ricardian regime이거나 Ricardian regime에 가까운 것으로 나타났다. 반면에 칠레의 경우 Non-Ricardian regime이 적용되는 것으로 나타나 재정적 물가이론이 실제로 적용된 사례를 발견하였다.

Adopting Canzoneri et al.(2001)s method, this study examines the applicability of fiscal theory of the price level to the total of 11 emerging and Northeast Asian countries, including Taiwan, Malaysia,Brazil, Singapore, Argentina, Indonesia, Japan, China, Chile, Thailand and Korea. For each country, the Vector Auto Regression(VAR) model was devised through the testing the existence of unit root and cointegration relationship between the two variables, surplus and liabilities to GDP. Also, the study examined the regime of each countrys fiscal policy through the impulse response analysis, which analyzes how next year's ratio of liabilities changes, if the current years ratio of surplus experiences positive innovation. The results revealed that Malaysia, Brazil, Singapore, Japan,China, and Taiwan are, or at least close to, Ricardian regime. However, Chile is Non-Ricardian regime, indicating an empirical case of the fiscal theory of the price level. Nevertheless, this study failed to conclude the regimes of Taiwan, Argentina, Indonesia, and Korea.
