In the Shadow of China: Evolution of National Security Policy of Taiwan

Abstract

This article reviewed the core national security policies of Taiwan under Lee Teng-hui, Chen Shui-bian and Ma Ying-jeou administrations respectively from 1988 to present. It also analyzed the influencing factors for policymaking under each administration. The national security policy making of Taiwan is affected by the internal factors including Taiwan domestic politics, Taiwanese identity and Taiwanese business people on the mainland, and the external factors which are Chinas consistent principle and changing strategic for Taiwan issue and Taiwan policy of the United States. By deeply analyzing the evolution of national security policy of Taiwan, this article indicated the inheritances and developments among those policies. Clearly, declaring a de jure independence is of extreme danger for Taiwans survival. Maintaining a peaceful status quo of Taiwan Strait with a closer economic tie with China is the only way to guarantee Taiwans national security, on the basis of which the national security policy of Taiwan will be practical. In this way, reunification of both sides is worth expecting in the foreseeable future.

본 논문은 대만의 1988년부터 현재까지 국가안전정책에 대하여 연구를 하였다. 국방정책, 외교정책과 대륙정책 세 방면에 의거하여 李登輝（1988-2000）、陳水扁（2000-2008）、馬英九（2008-현재）세 차례 정부의 국가안전정책을 분석하고 대만 국가안전정책 제정의 영향요인을 깊게 분석하였다. 내적 요인은 대만의 내부정치(대만 의식)과 대륙에서의 대만상인의 작용을 포함하며 외적 요인은 중국이 대만에 대한 정책과 미국이 대만에 대한 정책 영향을 포함한다. 대만의 국가안전은 대만국면의 안전 그리고 아시아 구역의 평화와 관련되며 대만 국가안전정책의 제정은 이상의 내적 요인과 외적 요인이 함께 작용한 결과이다. 대만 2012년 대통령선거가 시작하는 이 시각 중국 대륙의 군사적인 위협, 중국이 대만정치에 대한 압력 그리고 중국 대륙의 경제발전이 대만에 따르는 여러 기회 모두 영향이 크다. 대만의 어느 당파가 집권하든 모두 대만의 평화를 유지하려고 즉 대만 현상태를 보존하는것을 기초로 대만 경제발전의 변영과 재도약을 창출하여 더욱 큰 국제적 공간과 더욱 높은 국제적 지위를 획득하여 대만 이후의 지속적인 발전에 튼튼한 기초를 마련하려고 하는것이다. 중국 대륙 민주화의 시작과 발전과 함께 중국대륙과 대만의통일의 비전을 실현할것이다.
