대형 복합 상업시설과 지역 상권 활성화에 관한 연구

Abstract

산업구조의 변화에 따라 일부 도시의 경쟁력이 저하되고, 물리적, 사회적, 경제적인 측면에서 낙후되는 도시들이 생겨났다. 기존 도시의 재생 및 지역의 활성화는 우리 사회의 중요한 과제라 할 수 있다. 이를 해결하기 위한 방안으로 대형 복합 상업시설의 개발을 통해 쇠퇴했거나 낙후된 지역을 활성화하려는 시도가 늘고 있다.

대형 복합 상업시설에 관한 연구는 다양한 분야에서 이루어져 왔다. 그러나 대형 복합 상업시설의 개발이 해당 지역에 미치는 영향이나 지역 상권 활성화에 기여하는지에 관한 연구는 부족하다. 도시 재생을 위한 방안으로 대형 복합 상업시설을 계획하고, 지역의 재활성화를 목표로 개발을 추진하는 경우, 지역 전체와의 관계 및 영향력에 관한 연구가 필요하다. 따라서 본 연구에서는 대형 복합 상업시설과 지역 상권의 활성화에 대해 알아보고자 한다. 연구의 공간적 범위는 영등포역 일대로, 행정구역상 영등포구 영등포동에 해당한다. 범위 내의 대형 복합 상업시설인 영등포 타임스퀘어 및 지역 상권을 연구 대상으로 한다. 기존 산업(공업)이 쇠퇴하고, 지역의 용도가 주거 및 상업지역으로 변화하는 과정에서 이 지역에는 대형 복합 상업시설을 통한 공장부지 재개발이 이루어졌다. 그 개발 이전부터 재래시장, 유흥가, 지하상가, 노점상 등 여러 종류의 상권이 존재하는 지역으로 대형 복합 상업시설과 지역 상권 활성화에 관한 연구를 진행하기 적합하다고 판단하였다. 연구는 크게 두 부분으로 나누어 진행하였다. 연구 대상인 영등포 타임스퀘어와 지역 상권에 대한 분석, 그리고 인터뷰 및 설문조사를 통한 상호 관계 분석이다. 연구를 통해 대형 복합 상업시설의 개발이 지역 상권에 미치는 영향 및 상권 활성화와의 관계를 알아보기 위해 지역 상권 내 상인 인터뷰 및 영등포 타임스퀘어 방문객 설문조사를 실시하였다. 영등포 타임스퀘어는 지역의 유동인구를 증가시키고, 새로운 수요를 창출하는 것으로 나타났다. 그러나 타임스퀘어의 개발로 인해 이전보다 지역 상권을 이용하는 횟수는 약간 줄어들었으며, 타임스퀘어를 방문하는 방문객의 이동경로는 대부분 출발점에서 목적지인 타임스퀘어까지 최단 거리로 이루어졌다. 타임스퀘어가 유발한 집객효과는 지역 상권으로 고르게 파급되지 않는 경향을 보였다. 대형 복합 상업시설이 지역 상권에 미치는 영향력은 상권의 종류와 성격에 따라 상이했다. 지하상가의 경우 영등포 타임스퀘어가 상권 활성화에 크게 기여하였지만 재래시장의 경우에는 타임스퀘어가 상권을 독식하여 침체를 겪고 있었다. 유흥가, 대로변 상가, 노점상 밀집구역 역시 정도의 차이는 있지만 다소 부정적인 영향을 받는 것으로 나타났다. 대형 복합 상업시설의 배치, 출입구 및 외부 공간 계획, 동선 구성, 입면 디자인 등은 지역에 미치는 영향을 좌우하는 요소가 될 수 있다. 도시 재생 및 지역 상권의 활성화에 기여하는 대형 복합 상업시설의 개발을 위해서는 주변과의 적극적인 연계를 이루는 계획이 필요하다. 또한 대상지에 국한된 계획이 아니라 지역 전체를 고려하여 지역 상권과 상호협력 효과를 유발할 수 있어야 한다.

본 연구는 대형 복합 상업시설이 지역 상권 활성화에 미치는 영향을 살펴봄으로써 도시 재생 및 지역 활성화를 위한 개발 계획에 있어 고려해야하는 요소가 무엇인지 고찰하게끔 한다. 그러나 영등포역 일대에 해당하는 단일 대상지를 범위로 하였으므로 연구의 결론을 보편적으로 적용하기에는 한계가 있다.

Since the mid-20th century, mixed use complex or urban entertainment center(UEC) have emerged for urban regeneration. Such centers are expected to accommodate a variety of people's everyday life, while creating new cultures for them. In addition, because urban entertainment centers are equipped with diverse functions, they can afford to meet users' varying needs depending on time and spaces. Urban entertainment center have some landmark attributes and the potential for vitalizing regional economy. Nevertheless, few preceding studies have taken into consideration the influences of urban entertainment center on their neighboring regions. Especially, there are no studies focused on regional commercial districts.

This study is about urban entertainment center and regional commercial districts. The object of study is Yeong-deung-po Times square in Seoul that was developed for urban regeneration in 2009 and there are lots of retail stores in surrounding area. According to this study, urban entertainment center have capability to monopolize the activity of regional shopper. It can be observed in the pedestrian movement patterns of shoppers who used Yeong-deung-po Times square. The influences of urban entertainment center on regional commercial districts vary in different zones. The only positive case is an underground shopping arcade in neighborhood. It is full of vitality and energy, since urban entertainment center had caused a large floating population. On the other hand, there is some slack in the traditional market. Large-scale discount store in urban entertainment center monopolized the activity of the traditional market.

The design of urban entertainment center is an important factor for vitalizing regional stores. That must have a balance of activity in inside and out side, not monopolizing but synergy. It is possible to vitalize regional economy through a strong connection between urban entertainment center and regional commercial districts.
