dc.description.abstractThe objective of this study is to examine the determinants affecting employee
performance appraisal satisfaction in the Vietnam public sector using data
collected among public sector employees in provincial administrative agencies
in Daklak Province. The study identified five factors which directly affect
employees satisfaction with the appraisal system, and also examined the
indirect effect of two dimensions of culture on performance appraisal
satisfaction.
The findings of the research revealed that only four factors Feedback,
Consistency, Performance Ratings, and Reward Allocation are proved to
have significant effects on the satisfaction level of employees. In addition, a
higher degree of in-group collectivism and longer power distance leads to a
higher degree of employees satisfaction in the Vietnam context.
Based on the findings, it was recommended that a bottom-up approach should
be implemented in Vietnam context. To be specific, local governments need to
take the crucial role of developing a complete appraisal criteria system, in
consultation with the central government.

dc.description.abstract본 연구의 목적은 Daklak 지방행정기관의 공무원들로부터 수집한 자료를
이용하여 베트남 공공부문 직원들의 성과평가 만족도에 영향을 미치는
결정요인을 조사하는 것이다. 이 연구는 평가 시스템에 대한 공무원들의
만족도에 직접적으로 영향을 미치는 5 가지 요인을 확인하고, 또한 2 가지
차원의 문화 수준이 성과 평가 만족에 미치는 간접적인 영향을 조사하였다.
조사 결과에 따르면 오직 네 가지 요인인 "피드백", "일관성", "평가점수",
"보상배분"만이 직원의 만족도에 상당한 영향을 미치는 것으로 밝혀졌다.
게다가, 집단 내 집산주의가 심해지고 권력 거리가 길어지면 베트남에서는
공무원들의 만족도가 높아지는 것으로 나타났다.
조사 결과에 기초하여, 베트남에서는 상향식 접근의 시행을 권고하였다.
구체적으로 말하면, 지자체는 중앙정부와 협의하여 완전한 평가기준제를
개발하는 데 핵심적인 역할을 수행할 필요가 있다.
